It assists in the administration and oversight of nursing services to ensure high-quality, resident-centered care compliance with all applicable federal, state, and facility regulations. It supports the Clinical Services Manager (Director of Nursing) by providing leadership in clinical operations, staff supervision, regulatory compliance, and coordination of interdisciplinary care. The incumbent serves as member of the nursing leadership team to promote consistent standards of practice, effective communication, and the delivery of safe, person-centered long-term care. |

Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 30% Clinical Operations and Resident Care Management Assist in directing and coordinating nursing services and clinical operations to ensure residents receive high-quality care in accordance with nursing standards and regulatory requirements. Monitor residents’ conditions and ensure changes are promptly communicated and documented. Conduct regular inspections of nursing units to assess care practices, regulatory compliance, infection prevention, environmental safety, and adherence to facility policies, procedures and individualized treatment plans. Coordinate resident care with pharmacy, rehabilitation, therapeutic recreation, social services, dietary, and medical providers to ensure continuity and integration of services. Participate in resident care conferences, interdisciplinary meetings to address resident care concerns, and facility committees; attend off-site evaluations as required. Review clinical reports, staffing reports, incidents and findings to provide direction and corrective action as necessary to ensure quality outcomes and compliance with established standards. 25% Regulatory Compliance, Quality Assurance, and Policy Administration Assist in maintaining compliance with all applicable federal, state, and agency regulations by contributing to the development, revision, implementation, and interpretation of nursing policies and procedures. Participate in survey readiness activities and assist in the development and implementation of plans of correction for cited deficiencies. Support the facility’s Quality Assurance and Performance Improvement (QAPI) program by assisting with the development of quality goals, monitoring clinical indicators, supporting quality improvement projects, and promoting Root Cause Analysis methodologies to resolve clinical and operations issues. Participates in the Nursing Department Continuous Quality Assurance Program and review clinical and operational reports to identify trends, risks, and improvement opportunities. Monitor effectiveness of implemented corrective actions and recommend adjustments as necessary to achieve desired outcomes. Maintain current knowledge of developments in nursing practice, gerontology, infection prevention and control, psychopharmacology, clinical nutrition, documentation standards, quality management, and long-term care regulations. 20% Personnel Management and Staff Development Perform supervisory responsibilities for nursing personnel including scheduling and assigning work, approving and denying leave requests, conducting performance evaluations, counseling employees, initiating progressive disciplinary actions, and participating in performance management activities. Assist with recruitment activities by interviewing prospective employees and making hiring recommendations. Participate in staffing coordination activities to ensure adequate staffing coverage, continuity of care, operations efficiency, and effective utilization of nursing resources. Assist with the orientation and onboarding of newly hired nursing personnel by explaining facility policies and procedures, assigning staff to units, monitoring progress during orientation, and evaluating performance and competency. Provide guidance and support to nursing supervisor and staff regarding scheduling practices, attendance requirements, performance expectations, communication processes, and operational procedures. Participate in resolving employee grievances and complaints through investigations, discussions, and recommendations for corrective actions. Attend administrative hearings and proceedings including Workers Compensation, Unemployment Compensation, Civil Service, and related hearings as required. Participate in continuing education activities and mandatory in-service training programs to maintain and enhance nursing leadership, management, and clinical skills. Ensure required competencies are completed satisfactorily by nursing personnel. 15% Administrative and Operational Management Assist the Clinical Services Manager in planning, organizing, coordinating, and evaluating departmental operations to support efficient and effective nursing services. Participate in the development of departmental goals and objectives and assist with implementation of operational changes and new programs. Participate in monitoring departmental expenditures, supplies, equipment usage, and service contracts to promote fiscal responsibility and operational efficiency. Assist with oversight of nursing staff schedules, preferred vacation scheduling, overtime usage, staffing adjustments, and unit coverage to maintain continuity of care and minimize unnecessary overtime costs. Respond to telephone calls and facility emergencies during off-duty hours and report to the facility when operational or clinical issues require management intervention. Conduct off-shift rounds as directed to monitor nursing operations, staff performance, and resident care practices. Participate in ordering supplies and monitoring contracted services related to nursing operations. Maintain effective communication and coordination with facility leadership and interdisciplinary departments regarding operational concerns, staffing issues, resident care needs, and quality initiatives. 10% Communication, Committees, and Leadership Support Communicate facility rules, regulations, nursing policies, procedures, and operational expectations to nursing staff through meetings, written communication, and supervisory interactions to ensure understanding and compliance. Attend and participate in staff meetings, facility conferences, quality improvement meetings and professional organization activities. Serve as chairperson or member of assigned committees and workgroups as directed. Provide leadership support to the Clinical Services Manager and facility administration by assisting with special projects, investigations, audits, reports, and operational initiatives. Conduct job duties in compliance with established Commonwealth, DMVA, BVH, and SVH polices, guidelines, and procedures. Perform work in accordance with DMVA general safety rules and safety rules for this position. Immediately report all workplace injuries or incidents to the supervisor; and/or immediately correct and safety hazards in the work area or reports same to supervisor. Support the facility QAPI efforts by attending all assigned QAPI training; following established policies and procedures in support of QAPI efforts; participate in PIP teams as assigned; sharing ideas for improvement in the organization; and supporting QAPI efforts both verbally and non-verbally, including adjusting performance and practice in accordance with QAPI initiative and findings.
