Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

An employee in this class receives data from Department field personnel, other law enforcement agencies, private citizens, and the media in order to detect organizational structures, trends, and movements of criminal factions, prepare analytical assessments and reports, participate in intra / inter agency meetings and conferences, testify at court proceedings, and make oral presentations at hearings. Duties include utilizing electronic data processing systems to analyze and store data. Work is performed under the general supervision of the Unit Supervisor and is reviewed for conformance with the Department's prescribed policies and procedures.

Description of Duties:

15% - Receives and analyzes confidential information to formulate and pursue hypotheses of relevant developments, trends and patterns or organized crime and criminal groups. Evaluates information to determine the validity, and prepares comprehensive intelligence reports based upon available data.

10% - Utilizes the Department’s Automated Intelligence/Investigative System and other computer systems in the analysis, dissemination and storage of intelligence information.

10% - Analyzes and evaluates a variety of intelligence data to predict the capabilities, intentions and vulnerabilities of organized crime and criminal groups, and prepares assessments and recommendations relative to strategic and tactical investigative goals.

15% - Queries various databases and on-line sources in response to requests for information from local, state, and federal investigators and law enforcement officers.

10% - Utilizes activity charting, event flow, and financial analyses to develop conclusions about criminal operations, key individuals, methods of operation and the extent of criminal influence.

10% - Prepares, maintains and updates various illustrations and charts depicting the structure and interrelationships of criminal groups.

5% - Researches and reviews, prior to the initiation of major investigations, all intelligence data on file on individuals, businesses, groups, and activities. Prepares a tactical assessment addressing the known or dangers associated with the factions being investigated.

5% - Reads and researches publications on organized crime and other criminal groups to develop and maintain a reference library of general patterns, trends and scopes of criminal activity.

5% - Coordinates, in staff capacity, the collection and assimilation of data from multiple sources on statewide investigations. Prepares documents for and testifies at hearings and court proceedings as required.

5% - Establishes and maintains liaison with analysts in other law enforcement and intelligence agencies on state, local and federal levels, and exchanges information with them in areas of mutual interest.

5% - Assists in developing and presenting various training programs and seminars on analysis and the intelligence process to various law enforcement agencies.

5% - Performs related work as required.

Requirements Profile: Ability to obtain and maintain a Federal Bureau of Investigation (FBI) Top Secret Clearance .

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Analysts work independently with investigators and Intelligence Officers by reviewing case materials and recommending plans of action and by deciding what analytical products could assist with the investigation or prosecution. Once final products are prepared, they are forwarded to the Unit Supervisor for review and approval. Analysts independently research intelligence related issues and independently decide what topics are worthy of broad dissemination. Once analytical reports are prepared, they are submitted to the Unit Supervisors for review and approval.
