Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is assigned to the Talent Management Division in the Department of Corrections (DOC) Human Resource (HR) Office and is responsible for talent acquisition actions submitted by the DOC.

TALENT ACQUISITION

Serves as a talent acquisition analyst responsible for meeting the talent acquisition goals of the DOC, to include the filling of civil and non-civil service positions. This position is responsible for providing technical advice and guidance to hiring managers regarding hiring options associated with posting and filling vacancies, as well as interviewing and selecting candidates. Ensures a cohesive and consistent approach to hiring activities that align with agency policies and processes.

Researches and evaluates all available data such as posting history and develops appropriate strategies to establish an optimal candidate pool. This will include posting options, appropriate next lower classes, expanded rule, seniority, etc. Advises hiring managers on recruitment assistance options, determines if a Recruitment Support Request is needed, facilitates all Recruitment Requests.

The incumbent is responsible for ensuring position descriptions for positions requested to post are up to date within the last 12 months; initiating and submitting NEOGOV requisitions and Job Posting Forms; reviewing eligible applicants to determine referral lists; assisting in the coordination of interviews; and processing of selections, to include NEOGOV actions, issuing written conditional/final offers, facilitating background investigations, initiating and submitting FAV PARs, etc.

Assists hiring manager with developing interview questions and criteria. Provides examples and guidance to ensure questions are work-related and appropriate based on the skillsets needed to perform assigned job duties. Consults with the hiring manager regarding recommendations on bypassing veteran candidates for NCS jobs and provides guidance on appropriateness of request.

Provides and assists applicants employment inquiries. Provides career counseling to applicants and current employees and explains the application and hiring process. Analyzes and evaluates applications and consults with the applicant regarding viable options available for employment and/or upward mobility and current or potential locations.

Reviews and analyzes complaints regarding employment or promotion practices by gathering information from the complainant and the appropriate program office in order to determine any violations of the applicant’s rights or privileges. Responds to email/telephone calls regarding any questions regarding the above situations.

Performs pay analysis and pay comparisons for pay placement and recruitment purposes. Counsels hiring managers on pay placement options and advises them of the appropriate processes and procedures. In consultation with hiring manager determines salary recommendation and/or proper salary placement in accordance with the multiple union contracts. Completes or assists in the completion of Salary Determination Form for new hires in management-level externally posted positions and for internal management-level placements to Bureau Director or equivalent and above.
Participates in discussions with assigned areas to gather current and anticipated hiring needs and provide options in accordance with Commonwealth rules, regulations, and policies. Monitors and stays apprised of facility vacancy reports.

Communicates potential issues/concerns with supervisor immediately.

Performs other related duties as required.
