Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is assigned to the Bureau of Policy and Quality Management, Policy and Program Innovation Division. The person in this position is supervised by the Human Services Analyst Supervisor position. The incumbent performs professional work and is responsible for reviewing, analyzing and evaluating state and federal policies related to the programs in the Office of Developmental Programs. This includes but is not limited to the following programs: the Consolidated Waiver Program, the Community Living Waiver Program, the Person/Family Directed Support Waiver Program, the Intellectual Disability Base funded Program, the Targeted Service Management Program and the Participant Directed/Self Direction Program for individuals with intellectual disabilities, developmental disability, and autism. The incumbent is also responsible for aspects of planning policy and program development related to assigned policy areas. This includes planning and policy development related to the existing programs noted above in order to support compliance and program effectiveness as well as planning and policy and program development for new programs and initiatives. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The incumbent is responsible for developing and writing policies pertinent to the delivery and/or payment of ODP services across all programs and service delivery systems. Specific responsibilities include, but are not limited to the following: • Review, interpret and analyze Federal and State laws and regulations and court decisions impacting the program’s delivery systems for the purpose of providing comments on proposed documents and to determine the necessity for revising Departmental policies for compliance. • Analyze and interpret Federal and State regulations and guidelines to develop and write or modify policies and procedures to be followed for services rendered to ODP recipients or to be followed by providers when billing the Department for services rendered to ODP recipients. The development and writing of policies and regulations includes existing programs noted above within ODP as well as new programs which the Department intends to implement. • Assist with ODP's waiver amendments & operational guidance. • Review operational and policy documents prepared by other ODP division staff for accuracy and conformance with ODP Program policies. • Develop draft documents and program materials necessary for internal review and certification as to legality and form in preparation for public review and comment. • Evaluate and consolidate appropriate comments applicable to specific programs and write final Departmental policy and procedures for approval and implementation. • Analyze program policies and operations in an effort to advise and provide direction to Departmental staff on methods of resolving program problems. • Research and respond to telephone inquiries and written requests regarding issues of program policy or interpretation or inquiries received from providers, legislators and legal service organizations. Preparation of responses requires extensive research and a thorough understanding of ODP Program policies and programs. • Develop ODP bulletins to clarify existing policies or to implement new policies or programs. This task includes policy and systems research; coordination of input from a variety of Departmental and other program offices as well as writing the policy document/bulletin. • Prepare or assist in the preparation of reports, background papers, and survey responses regarding the ODP program. • Participate in ODP's workgroups and collaborate with colleagues to initiate research, analyze data and prepare recommendations on impacts. • Participate in the development and review of all documents related to the program policies. Coordinate activities regarding the distribution of all policy related documents. • Provide consultative support to ODP program staff, administrative entity staff and provider agency staff regarding program operations, policy, and implementation of new initiatives. • Consults with ODP staff, representatives from other DHS programs, community planning groups, advocacy groups, and other interested groups to educate providers, individuals receiving services and their families and to promote or improve services and supports for individuals with ID/DD/A. • Research, analyze and develop policy clarifications for the Office of Developmental Programs as related to ongoing regulations. • Collaborate with other Program Offices, General Counsel, Budget and Secretary’s Office to develop and finalize regulations, policies, waivers, state plan amendments, public notices and other documents to support compliance and program effectiveness. • Assist with updating the policy and regulation tracking system for the Program office. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. • Complete research, prepare recommendations, and respond to assigned inquiries and written requests regarding issues of program policy or interpretation. • Draft policies/bulletins, communications, etc. • Prepare responses for the Deputy Secretary, Division Director and Policy Supervisor as requested and assigned. • Draft documents and other work products and submit to the Policy Supervisor, Division Director, and other Executive level staff for review and approval. • Ability to prioritize multiple projects in an effective and efficient manner. • Ability to lead and facilitate group discussion that results in project completion. • Analyze data and information sources to support the development of policies, regulations and waivers. |
