Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Examination Manager schedules and oversees examination assignments to the Bureau’s financial examiners. The Examination Manager reports to the Bureau Director and is responsible for supervising and mentoring assigned staff examiners and managing contractors. The Manager will also have responsibility to coordinate multistate examinations that includes the standards and timeliness of other state insurance department personnel or external vendors. Multiple examinations will be assigned to run concurrently and the number of open examinations in process will consider the complexity, staffing, expertise and availability of exam team members.


The Examination Manager has overall responsibility for the financial examination, including the accuracy, clarity, and completeness of the examination work papers and the final Report of Examination submitted to the Bureau Director. The risk-focused examination is to review and evaluate an insurer’s business processes, financial reporting, data and IT security practices, governance, control environment, to collaborate in assessing compliance and prospective risk.

An Insurance Company Examination Manager:

• Supervises and mentors Department staff examiners and trains staff as needed regarding Commonwealth procedures, Department guidelines and NAIC requirements.
• Assists in coordinating insurance group financial examinations with other states,
• Develops and directs the examination team, in order to complete examinations of domestic insurance companies of varying size and complexity that meets PA statutory requirements and NAIC deadlines.
• Participates in examination meetings, issue assessment, findings and resolution
• Manage all aspect of exam coordination including scheduling, preparing planning and procedural forms, budgeting, coordinating, monitoring progress, and managing closing processes.
• Reviews and manages the examination budget, including internal and external costs and related travel expenses, if any.
• Reviews and approves prepared examination work papers to provide accurate and complete documentation of observations, work performed, and examination findings in accordance with Department and NAIC standards and guidelines.
• Reviews and edits a detailed written Report of Examination, including disclosure of significant findings and recommendations for corrective measure and follows up on the corrective action plan taken by the insurance company.
• Communicates effectively with Department management and the insurer, verbally and in writing, regarding the details of exam findings through Reports of Examination, management letters, and exit conferences.
• Attends regular meetings the Bureau Director and Deputy Insurance Commissioner as needed.
• Provides technical assistance and policy guidance to examiners-in-charge and examination staff.
• Provides administrative and technical supervision to assigned examination staff, including but not limited to approving travel plans, leave, expenses, timesheets and training opportunities.
• Prepares monthly status reports.
• Performs related work, as may be directed and/or required.

An Insurance Company Examination Manager:
• Approves the examination workplan in accordance with the current Financial Condition Examiners Handbook (FCEH). The goal is to assess solvency and determine compliance with state laws, rules, and regulations.
• Directs internal and external staff engaged in reviewing the financial condition, operations, and reports of insurance companies.
• Reviews and approves the overall exam budget prepared by the examiner-in-charge; tracks hours and expenses against the budget, and explains budget variances.
• Assesses an insurer’s current financial condition and prospective solvency.
• Reviews and approves a detailed written Report(s) of Examination and management letter(s), as well as FCEH Exhibits, reports, and memos, including disclosure of significant findings and recommendations for corrective measures, and follows up on the corrective action plan taken by the insurance company.
• Investigates irregularities in insurance company records, statements, ancillary reports, and operations of a difficult and sensitive nature, including unlicensed activity, operating outside scope of authority, and suspected fraud.

Experience:

Certified Financial Examiner (CFE) as designated by the Society of Financial Examiners or Certified Public Accountant (CPA) license with ten years insurance company experience.
