Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. As part of the Traffic Management Center, the incumbent keeps the region moving safely and efficiently through the coordinated use of Intelligent Transportation System (ITS), improved communications, and incident management techniques. This is accomplished through the monitoring of video from closed circuit TV and making independent decisions during traffic incidents regarding proper incident management procedures such as activation and content of ITS devices and communication with incident stakeholders. |

Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervise the RTMC Operators. In additionan to Operator supervision, Shift Supervisors are responsible for all activities during their shift including the following below: • supervision of daily work activities • providing necessary training to operators • conducting performance reviews • Approving/disapproving leave requests • Perform necessary administrative activities associated with shift staffing schedules. Monitor CCTV, 911 CAD WebView’s, P25 radio communications, police and fire scanners, incident detector devices, and assess current roadway conditions for traffic, weather and overall operations. Determine the area of influence of an incident and then provide traveler information by activation of Changeable Message Boards, Variable Speed Limits Signs, Traffic Signals and Highway Advisory Radio (HAR) devices. Report and notify necessary maintenance personnel of highway incidents and or weather conditions that may present an imminent danger to the public. Activate AMBER Alerts and/or MEPA Alerts when initiated by the Pennsylvania State Police or PennDOT (EPLO). Record all Calls In/Out of the TMC. Verify communications of all equipment, CCTV, DMS, VMS, and HAR. Report all discrepancies in ITS devices. Monitor existing and upcoming weather situations. Monitor/Manage RCRS statewide for closures. Provide situational awareness updates via email. Track all Construction Activity within the District to maintain situational awareness of diversion and detour routes Monitor Web EOC and/or other appropriate applications serving the same purpose as Web EOC Facilitate communications and appropriately and proactively notify PSP, 911, PEMA and public traffic agencies of all incidents. Proactively Monitor 911 Cad WebView’s (911 CAD integration) within the Central Region when available. Maintain high confidentiality when accessing 911 CAD WebView information. Track County equipment on GIS via AVL Software. Monitor CCTV and Contact PSP to provide support when needed due to congestion within construction projects. Communicate with National Weather Service during winter storms via phone calls or RTMC MS Teams. Relay pertinent information via situational awareness emails. Utilize PennDOT radio system to communicate with paint crew along with lowering VSL in the appropriate areas. Trees and Utility issues within the district: Make determination if incident is true emergency. If determined to be emergency using pictures on Geosnap, contact appropriate 911 center. Conduct Preventative Maintenance on devices involving testing devices in ATMS along with coordinating with Preventative Maintenance efforts. Monitor RWIS/Vaisala for changing conditions during winter storm events, provide updates via situational awareness emails. Support the Incident Command Center as an ICC liaison when ICC is activated. Provide monitoring and remote diagnostics of field equipment to detect field equipment failures, issue problem reports, and track the repair or replacement of the failed device. Track and record all incident information. This includes updating the incident log form with information regarding who was notified, the time that the responding resource arrived at the scene of the incident, etc. Close out the appropriate section of the incident log form after the incident has been completely addressed and cleared. Safety 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate contractor operations: • Immediately stop unsafe actions • Engage in ongoing safety dialogue with the contractor's leadership 6. Promote a CULTURE that emphasizes SAFETY as a core value: • Immediately stop any unsafe actions. • Incorporate safety into all discussions, deliberations, and decisions. • Continuously communicate the safety direction. • Inspire employees to be a MODEL for safety. • Encourage and support safety initiatives and programs by participating and involving staff. • Recognize safety daily. • Acknowledge EXTRAORDINARY achievements. • Learn and improve through After Action Reviews (AAR's) • Enforce accountability. Succession Planning 1.Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. 2.Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Department Green Plan Policy Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee's performance review. Fair Labor Standards Act (FLSA) Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
