Position Purpose:

This position serves as part of the Media Unit of the Operational Training Division, Bureau of Training and Education. This position drives the end-to-end creation of engaging visual and auditory content to support organizational communication, education, and outreach goals. This role serves as both a creative lead and a strategic consultant, transforming complex ideas into compelling media while managing the full production lifecycle—from initial concept and scriptwriting to final editing and delivery.


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Plans and executes media production projects for customers within and outside Pennsylvania State Police (PSP)including, but not limited to, video, audio, graphic design, animation segments, and portrait and still photography projects. Meets with stakeholders to determine project concepts, objectives, and parameters. Learns the technical background needed to understand the purpose and scope of the project. Develops a project plan and timeline and formulates potential methods to best present the subject matter to the intended audience. Determines alternative methods as needed to overcome obstacles to the original plan. Gains an understanding of the technical information needing to be conveyed by conducting internet searches, interviewing staff, and through other available sources of information. Determines workforce and resources needed to carry out the production plan. Independently, or as a collaborative effort with a production team, writes scripts and story boards. Independently, or as a collaborative effort with a production team, shoots video, records audio/voiceovers, and captures or creates other media needed for the project. Utilizes Mac and Windows-based computers and the entire suite of Adobe Professional products and any other software that becomes available to produce media.

Prepares equipment for video shoots, ceremonies, and live events by checking equipment for proper operation and readiness; performs grip work by packing, carrying, transporting, and setting up equipment in order to completing the assignment; travels to various locations; and sets up podiums, speakers, and professional, broadcast-quality equipment to ensure the event proceeds with no interruptions and an accurate recording is captured. Facilitates and monitors livestreams of classes, ceremonies, and other events using professional production equipment and various software including, but not limited to, Vimeo, Teams, Zoom, Facebook Live, and YouTube Live. Coordinates streaming in conjunction with Commonwealth Media Services, when required. Documents cadet classes by capturing video and still photographs of various aspects of training. Once licensed, operates a drone to capture aerial footage.
On occasion, be willing to change shifts to accommodate operational needs. I.E. evenings, weekends, for specific video shoots/events.
Directs audio and voiceover recording sessions. Prepares post-production media such as intro shots, credits, voiceover, sound, and captioning. Develops animation sequences and associated content. Edits video, audio and other media into a rough cut for review by supervisor and requestors. Edits rough cuts for supervisor approval and render to final version for forwarding or dissemination.

Designs and produces graphics, logos, vector images, QR codes, posters, handouts, and other media for graphic design projects. Determines best method for communicating topic, including design, layout and production parameters. Utilizes photos/media from current multimedia catalog &/or captures new media when necessary to complete project.

Develops content for social media platforms. Searches photo libraries for appropriate stock photos or shoots original content for social media still and video content to portray a wide variety of topics associated with law enforcement operations, recruitment, training, or public relations. Ensures content is consistent with PSP policies, practices, and case law. Reviews social media analytics to determine effectiveness and targeted audience reaction, and to plan for future editing or expansion.

Conducts interviews and captures live and studio events using video, audio and still photography. Sets lighting and equipment to optimize shot.

Redacts sensitive information from dash camera, security camera, and body camera footage.

Produces duplicate tapes, CD’s, and DVD’s, and/or digital files of each production in order to provide the necessary number of copies required; performs analog to digital media conversions for projects or, as necessary; and digitally encodes various types of multimedia assets for use in projects and productions.

Maintains video library by cataloging videos/recordings/photos, lending recordings, and ensuring return of recordings in order to keep accurate record of the media; maintains and searches assets stored on Media Unit NAS storage systems for use in projects; and ensures that tapes, CD’s, DVD’s, photos, and digital media are labeled properly.

Troubleshoots video or audio problems and makes minor repairs to equipment.

Performs other related duties as assigned, to include those outlined in the Department’s COG Plan when the Plan is activated. Responds to the designated alternate or secondary location when directed in response to a catastrophic incident.

Work is performed with considerable independence and is reviewed, throughout the assignment by the Supervisor, Media Section, for attainment of goals and objectives, customer satisfactions, timeliness of product, and adherence to established regulations and standards.

Experience:
