Position Purpose:

Professional forestry and managerial work that involves assisting the Forest District Manager in supervising employees and directing the operations and programs within Clear Creek Forest District.

Description of Duties:

This position assists the Forest District Manager in planning, scheduling, developing, implementing, directing, coordinating and evaluating forest program operations within Clear Creek Forest District.

Determines fiscal, personnel, equipment, supplies and other needs to meet program goals, objectives, and priorities. Conducts periodic evaluations of the assigned programs to determine efficiency and effectiveness as well as the attainment of established goals, objectives and priorities. Implements recommendations approved by the Forest District Manager.

Accomplish work through the supervision of professional Foresters, Forest Technicians, Maintenance staff, and Interns. Delegates, provides guidance, motivates, mentors, recognizes, and counsel’s subordinates to meet program goals. Directs, supervises, coordinates, monitors, evaluates, plans, schedules and develops program activities.

Assist the Forest District Manager in planning, supervising, directing, and coordinating program activities primarily involving forest fire protection, state forest maintenance operations, vehicles and equipment, infrastructure, and search and rescue to ensure that statewide and district goals, objectives and priorities will be met.

FOREST FIRE PROTECTION PROGRAM – coordinate wildfire prevention, pre-suppression, suppression, investigation, reporting, and training activities in the seven and one-half counties that comprise the district.
Maintain a communication network with various news medias and cooperators as an avenue to convey wildfire concerns to the public.
Determine risk and the allocation of staff and equipment in wildfire situations.
Coordinate the purchasing, acquisition, and maintenance of radios and communication infrastructure within the Forest District.
Coordinate the District Prescribed Fire program and participate in prescribed fires as directed.
Coordinate the District Federal Surplus Property program.
Obtain and maintain PA Forest Fire Warden credentials.

STATE FOREST OPERATIONS AND MAINTENANCE – coordinate infrastructure and maintenance operations within Clear Creek State Forest, which includes:
· Maintenance – Dirt and Gravel program funded road projects, road grading and clearing, culvert inspections and installations, clearing and repairing of recreational trails, painting and repairing of buildings and signs, repairing and maintaining bridges and their approaches, clearing and maintaining state forest boundaries.
· Construction – of trails, roads, buildings, bridges and other infrastructure.

SEARCH AND RESCUE - coordinate the District SAR program. This includes but is not limited to ensuring a complement of search managers and responders, providing for training and maintaining experience needs, and making sure the district can adequately respond to a SAR emergency.

VEHICLES/EQUIPMENT – assist in coordinating the purchasing, acquisition, and maintenance of vehicles and equipment within the Forest District.

As directed, assist the Forest District Manager in planning, supervising, directing, and coordinating program activities involving state forest management, forest pest management, private lands forest management, state forest recreation, intern program, Rights-of-Way (ROW), and state forest minerals management to ensure that statewide and district goals, objectives and priorities will be met.
STATE FOREST MANAGEMENT – assist in coordinating the Silviculture program within Clear Creek State Forest, which includes:
· Resource Planning – to include timber typing, map drafting, GPS and GIS, acreage determination, and compartment exams.
· Timber Sales – to see that District objectives are carried out and assigned goals are met in the timber sale program; to include stand analysis, sale layout, timber marking, paperwork preparation, sale administration, District Forester permits and the fuelwood program.
· Wildlife – to see that wildlife management activities are included in all phases of the district program where possible.
· Regeneration Fund – To see that regeneration needs are met in the district by preparing an annual regeneration fund budget, quarterly reports and tracking the distribution of funds and supervision of work.
RECREATION – assist with coordinating the recreation program within Clear Creek State Forest, which includes:
· Coordinating the recreational uses of the forest which include but are not limited to hiking, camping, backpacking, hunting, trapping, fishing, biking, wildlife observation, orienteering, site seeing, horseback riding, and leased camp sites.
· Commercial Activity Agreements, Special Activity Agreements, and Letters of Authorization.
· DCNR Conservation Volunteer Program.
· Camping Reservation System.
RURAL & COMMUNITY FORESTRY – assist with coordinating the Rural & Community Forestry program in the seven counties within the Forest District, which includes:
· Stand delineation, inventory, and prescription on private and public land.
· Tree planting advice on private and public land.
· Insect and disease advice on private and public land.
· Forest resource education presentations and outreach.
MINERALS/ROW's – assist with coordinating the District Minerals Program, and granting of various ROW's to the public. Administers these programs with as little detrimental effects on the State Forest as possible. Includes site location, road location, ROW location, clearing, erosion control and retirement of these sites. Also includes, invoicing for timber damages, site inspections, revegetation plans and contract administration.
INSECT AND DISEASE – assist in administering the district insect and disease program as required. This includes but is not limited to: Spongy moth detection and suppression; yearly insect and disease detection flights; maintenance of district records.

Coordinate assigned responsibilities with the Administrative Assistant and the Clerical Assistant in regard to district budget, special funds, personnel questions, special projects and general public inquiries.

Provide information to the public on Department rules, regulations, policies and procedures.

Assist Forest District Manager with creating and implementing District guidelines and policies when needed.

Prepares letters, reports, memoranda and correspondence to exchange information with subordinates, field personnel, superiors and the public.

Serve as a State Forest Officer and enforces State Forest Rules and Regulations.

Operate motor vehicles to travel to various work sites.

Acquire and maintain Pesticide Applicators License, Category 5.

Act as the District surplus property coordinator and utilize the State Surplus Property disposal system.

Perform similar work as directed.

Essential Functions
