Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This executive accounting position within the Office of the Budget’s (OB) Bureau of Accounting and Financial Management (BAFM) is responsible for the oversight and review of enterprise-wide accounting completed by agencies to ensure adherence to Governmental Generally Accepted Accounting Principles (GAAP), federal grant accounting and reporting requirements, legislative and regulatory fiscal requirements, Commonwealth financial management directives, and budgetary internal controls. The position is expected to provide technical accounting expertise and guidance to Commonwealth agencies to foster state-wide fiscal accountability and transparency to safeguard Pennsylvania’s financial resources.

This is a training position based on a minimum of one-year training plan that includes formal, informal, and on-the-job training designed to develop technical and program-level knowledge, competency and experience in the Commonwealth accounting functions.

Description of Duties:

This position has Mission Essential Functions detailed in OB's COOP Plan.

• Serves as primary accountant for the federal reporting, accounting, and cash management of agencies for the Bureau of Disability Determination (BDD) and Office of Vocational Rehabilitation (OVR) within the purview of General Accounting's Economic Development Unit.
• Assists in providing professional guidance and monitoring of day-to-day accounting activity for business areas.
• Assists with preparing financial statements and performing analysis to assist with program decision making.
• Evaluates and communicates the results of financial outcomes to business partners for decision making.
• Collaborates with varying business partners (i.e. management, peers, customers and interested stakeholders, team members) and assists in other reporting and team functions to meet operational objectives of the unit.
• Reviews existing and newly enacted legislation/program governance.
• Assesses agency initiatives and business process developments to assist with providing support in implementation.
• Compiles and evaluates data to facilitate the Commonwealth's Annual Comprehensive Financial Report (ACFR) in accordance with Generally Accepted Accounting Principles (GAAP).
• Completes financial statements of annualized program activity for program reporting and ACFR reporting.
• Collaborates with auditors in evaluating and reporting on annual activity to ensure compliance with reporting standards.
• Reviews and facilitates accounting system changes and additions to assist with adherence to established procedures.
• Assists in the review, analysis, and approval of necessary accounting adjustments for propriety, accuracy, and appropriateness, and ensuring adequate supporting documentation is attached prior to posting in SAP.
• Assists in completing all activities involved with processing of grant billings in SAP and subsequent drawdown of federal funds in various federal systems.
• Assists to establish and maintain the SAP account code structure for assigned grants that meets Federal program and Commonwealth fiscal requirements.
• Reviews all assigned grants agreements and prepares and submit Federal Financial Reports in accordance with federal reporting guidelines and frequency.
• Assists with reviewing the Schedules of Expenditures for Federal Awards (SEFA) for assigned grants to determine if adjustments are required.
• Prepares SAP Account and advancement account reconciliations. Assists in compiling data and for other various reconciliations.
• Assists with development and updating procedures and determining improvements to improve efficiency and cost saving operations.
• Works with other accountants in the unit to analyze problems and determine possible solutions.
• Cross trains and serves as the primary backup to the Accountant 3 Supervisor.
• Maintains and updates grant and report files in accordance with Commonwealth policy.
• Develops and maintains working knowledge of Microsoft Office Suite, SAP, AO, federal systems, and other computer software as needed.
• Performs other duties as assigned.

This position works independently under the general supervision of an Accountant 3 Supervisor in the Economic Development Unit of General Accounting. Although performance of duties is governed by established Commonwealth and federal fiscal regulations, policies, and procedures, the EAST in this position exercises independent judgement and initiative in his/her interpretation and application. Unusual problems, concerns, or errors are brought to the immediate attention of the applicable supervisor, who provides guidance as needed; however, normal day-to-day activities are the responsibility of the incumbent
