Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The position serves as the subject matter expert on all DGS-delegated construction projects. Serves as the Invitation to Qualify (ITQ) Contract Manager for all delegated construction ITQ projects. Issues all construction procurements including Invitations for Bids (IFBs), Requests for Quotes (RFQs), and Request for Proposals (RFPs). Serves as the supervisor of the construction procurement section.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as the subject matter expert on all construction procurements. Completes, or oversees through direct supervision, all DOC-delegated construction RFPs, IFBs and RFQs. Coordinates projects with the DOC Bureau of Operations. Monitors SDB/VBE/DB requirements for projects. Monitors and tracks vendor performance and issues cure letters to address deficiencies. Track warranty expirations and works with SCI purchasing staff on service and maintenance contracts. Works with the Bureau of Operations and Office of Chief Counsel to create statements of work and bid specifications and an RFP/RFQ package including best value scoring criteria, develops RFP/RFQ documents and amendments, answers vendor questions, conducts supplier forums and pre-proposal conferences, coordinates and oversees the selection committee, provides recommendation for selection, oversees bond and performance security, and develops contract documents. Coordinates with the Bureau of Operations on the Job Order Contract (JOC) program and serves as the procurement lead on all JOC projects.


Serves as the Invitation to Qualify (ITQ) Contract Manager for all DGS-delegated construction ITQ contracts. Reviews vendor submissions, provides feedback on narratives, and approves or denies submissions based on specific program requirements. Works with the Bureau of Operations and vendors to address proposal deficiencies and negotiates contract rates. Creates and manages the ITQ contracts through the entire lifecycle. Develops new ITQ contracts as needed and oversees the solicitation process.


Analyzes construction purchasing problems and resolves them through discussions with agency purchasing and program staff, the Comptroller’s Office, Office of Chief Counsel and DGS. Serves on various inter-agency committees (including RFP committees), which may require procurement expertise to assist in revising Commonwealth policies. Works with the Administrative Services Division Chief, DOC Legal Counsel, and the Bureau of Operations on the development of agency construction policy and procedure concerning contract analysis, contract development, contract disputes and settlement agreements; and to determine the appropriateness of contracts, interpretation of contract language, definitions of scope of work and acceptance/rejection of bid proposals. Serves as agency liaison between construction contractors, legal counsel and Comptroller. Counsels and advises DOC Executive staff on construction procurement matters falling under the management of the Division of Administrative Services. Assists with various other projects. Performs other related duties as required. Other duties as assigned.

Works independently on most activities especially those which are part of the PS3’s normal ongoing duties. Special assignments may be made by the immediate supervisor, PS4, Division Chief or Bureau Director who will provide necessary instructions at that time. Supervisor reviews work through evaluation of documents and discussion of problems.
