Position Purpose:

Provides administrative and office support within the Board of Pardons to ensure its operations are conducted efficiently and effectively.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Review clemency applications received. Clearly communicate with applicant/representative when additional information is required for all eligible cases. Amend applications as necessary. This is complex work involving attention to detail and accuracy in the review of an application and court documents. Additionally, be well-versed in all aspects of the clemency process to ensure applicant/representative understanding of process and potential outcomes.

Utilize the Board of Pardon’s system to officially file clemency applications for investigation by the Department of Corrections, and ultimately for the Board’s review. Scan and attach all related documentation to include court records, criminal history, and supporting materials. Notify all interested parties of filing as required by the Board’s regulations.

Prepare cases for merit review by the Board. This requires careful review of the confidential investigative reports, adding victim information in compliance with Act 59, and ensure all crimes are properly documented. Assist in writing and/or proofing analysis reports for review by the Board and partner agencies.

May be asked to attend/assist with Pardon Board Hearings.

Upon Governor’s Action, enter Governor’s decision and generate notifications, mailing, and completing appropriate memos to all interested parties for cases granted or denied by the Governor.

JNET and CLEAN User for Board of Pardons tasked with accessing and requesting criminal history records, secure dockets, driving records, and/or notifications on prior or current applicants from these systems.

Work with technical staff in establishing and testing new functions of the Board of Pardons system.

Assists in purging files of documents that have exceeded the required retention period or need transferred to the State Records Center.

Assists in answering the telephone and furnishes information to callers, and/or refers callers to the proper person based on information gathered and knowledge of the rules, regulations, and procedures of the Board of Pardons.

Coordinates and/or completes special projects or assignments.

Study and analyze clemency applicants and public correspondence regarding the work of the Board of Pardons. Work with the Pardons Board Secretary to identify problems and solutions from applicants and public feedback. Drafts correspondence for the Secretary’s review.

Performs other related duties as required.

Formal responses in person, over electronic transmittal and/or in writing must be prepared within established policies and approved by the Pardons Board Secretary.

Essential Functions

 1. Obtain and maintain certification in JNET (PA Justice Network) and CLEAN (Commonwealth Law Enforcement Assistance Network)
 2. Communicate effectively both orally and in writing.

 4. Operate standard office equipment and use a personal computer and associated software.
