Position Purpose:

This position directs enterprise platform services and application delivery functions spanning custom-built applications and commercial offtheshelf (COTS) platforms, requiring ongoing health, maintenance, and lifecycle management. The role is distinguished by the scope and complexity of platforms managed, integration of multiple delivery models, and shared accountability for engineering staff and crossfunctional teams. It includes managerial oversight of units responsible for platform engineering, application development, product delivery, and operational support, ensuring stability, performance, and continuous improvement through standards, service level objectives (SLOs), modernization, and risk reduction. The employee ensures consistent use of security, architectural, and development practices within a standardized enterprise SDLC. Additional duties include directing personnel and resources to support enterprise platform strategies and ensuring alignment with Commonwealth technology standards. The role also sets strategic direction for platform investments, manages vendor relationships, and develops service delivery models. Work includes advising executives on platform capabilities and solution tradeoffs. The employee exercises significant independence and judgment, with performance evaluated through outcomes, service performance, stakeholder satisfaction, and strategic results.

Description of Duties:

Plans, organizes, and directs the design, development, implementation, and operation of enterprise platforms and application services supporting Commonwealth agencies.

Provides shared leadership over engineering staff and cross-functional delivery teams responsible for both custom-built applications and COTS platform implementations.

Establishes and enforces enterprise architectural standards, engineering best practices, and platform governance models to ensure consistency, scalability, and security.

Directs the lifecycle management of COTS platforms, including vendor coordination, upgrades, configuration, integration, and ongoing support.

Oversees custom application development teams to ensure alignment with enterprise architecture, user needs, and modern software delivery practices.

Designs and implements operational frameworks, including service catalogs, billing and cost recovery models, customer success functions, and performance measurement systems.

Develops and manages governance processes for platform intake, prioritization, and delivery to ensure alignment with strategic objectives and resource capacity.

Collaborates with agency stakeholders to assess needs, recommend platform solutions, and guide adoption of enterprise services.

Directs the development and execution of enterprise platform strategy, including roadmaps for modernization, consolidation, and scalability.

Ensures effective coordination across product, engineering, design, security, and operations teams to deliver high-quality technology solutions.

Oversees vendor relationships and contracts associated with COTS platforms and platform-related services, ensuring compliance with Commonwealth standards.

Directs budgeting, forecasting, and resource planning activities related to enterprise platform services.

Drives continuous improvement initiatives focused on reducing technical debt, improving system resilience, and enhancing platform usability and performance.

Establishes service level objectives (SLOs), monitors platform performance, and drives continuous improvement in reliability, usability, and customer satisfaction.

Leads efforts to standardize tooling, processes, and delivery models across platform and application teams.

Advises executive leadership on technology strategy, platform investments, and opportunities to improve service delivery through shared solutions.

Ensures that security engineering practices are embedded into platform design, development, and operations, in coordination with enterprise security teams.

Directs the resolution of complex platform, integration, and service delivery issues.

Maintains awareness of emerging technologies and industry best practices to inform platform strategy and innovation.

Performs the full range of supervisory functions.

Travel as required, including overnight stays.

Performs related work as required.

The incumbent in the position will exercise broad decisionmaking authority by planning and directing the design, development, implementation, and operation of enterprise platforms and application services, determining the appropriate mix of custom-built and COTS solutions, and ensuring alignment with architectural standards and security requirements. Decisions include prioritizing platform investments and intake requests, managing lifecycle activities such as upgrades, integrations, and vendor coordination, and establishing governance models, service frameworks, and performance measures that guide platform adoption across agencies. The employee evaluates stakeholder needs, recommends enterprise platform solutions, and sets strategic direction for modernization, consolidation, and scalability efforts while coordinating across engineering, product, design, security, and operations teams to resolve complex technical and delivery issues. Additional decisions involve directing budgeting and resource planning, overseeing vendor contracts, driving continuous improvement initiatives, standardizing tooling and delivery practices, and identifying opportunities for innovation through emerging technologies, all while advising executive leadership on strategic technology investments.
