Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Applies engineering practices and principles to make sound decisions and judgments related to the completion of work assignments. The Assistant Traffic Engineer, Operations, is responsible for the supervision of the Operations section of the District Traffic Unit. The responsibilities include all organizational and maintenance duties associated with operations including but not limited to the annual paint program, passing zones, warning signs, guide signs, detour plans, signing & pavement marking plans, WZTC planning and support for maintenance, maintaining existing signing, maintaining the new SAP sign function. This position is also responsible for review and guidance on Historical, TODS, Wayfinding signs, Logo signs, as well as handling other miscellaneous signing requests. This position also assists the Bicycle/Pedestrian Coordinator. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews plans and project specifications and completes engineering submissions and calculations related to signing, striping detour plans and sign cross-section design work. Reviews traffic issues and incidents and utilizes sound engineering judgement and practices to recommend strategic, effective safety improvements Assistant Traffic Engineer (Operations) plans, organizes and directs all activities of the District Traffic Unit’s Operations Section. Specific duties include: 1. Ensure quality of plans through design of Department plans and review of consultant prepared plans. Design of Signing & Pavement Marking Plans and Detour Plans for District projects and review of consultant prepared plans. Reviews shop drawings and assists construction personnel with contract signing, pavement markings, and delineation. Reviews and design are completed to meet PS&E dates. 2. Assists in the development and reviews in-house and consultant-prepared Pavement Marking Plans. Provides quantities, items, etc. for the replacement of paving markings by contract. 3. Provide engineering assistance to the county organizations on safety improvements involving pavement markings, signing, emergency Traffic Control and detour plans. 4. Prepares and provides technical expertise to construction for administering the District Annual Paint Line Program, Reflective Pavement Marker (RPM) contract(s), and the durable pavement marking contract(s). 5. Maintains liaison and coordination with District, Maintenance Districts and Central Office personnel. Performs quality assurance reviews of contractors to ensure adherence to specifications and standards. 6. Reviews all operations’ reports and studies for professional accuracy and compliance with the department policies and procedures. 7. Prepares replies to letters and complaints received concerning pavement markings, detours, delineation and signing. 8. Assists in the production of documents and interrogatories for tort claims. May be required to give depositions and court testimony. 9. Answer numbered letters, emails, and tort inquiries by the suspense date. 10. Responsible for the following sections and programs: a. ITS & Congestions management- i. Support the development of congestion management plans by acting in an advisory capacity and attend Transportation Corridor meetings or other congestion related meetings on as needed basis. ii. Support Incident management by providing pre-established detour plans to district and emergency staff annually. October 1st target date for distribution of updated detour plans to counties and emergency services. iii. Support incident response by proving advice or recommended emergency detour routes on short notice in response to emergency incidents and major weather events. b. Safety Management – i. Traffic Calming – responsible for review of traffic calming submissions, requests, and plans. ii. Roundabouts – responsible for review of roundabout submissions/requests relative to proper signing & pavement markings and for designing roundabout signing and pavement marking plans for any inhouse roundabout designs. iii. Review of Maintenance proposed work zone traffic control and detour plans for maintenance force work and emergency detours. iv. Supports Risk Management - by attending 75% of quarterly PSP Risk Management meetings. c. Traffic Engineering & Operations – i. District Sign program, SAP Plant Maintenance Sign Function - Manage a sign maintenance effort which systematically reduces the level of sign deficiencies. 1. Responsible for the district sign program, including the plant maintenance module sign function of SAP. 2. Prepares and issues district sign work orders/notifications and provides county sign foreman with required guidance. 3. Responsible for processing, monitoring, and implementing traffic sign work orders. Performs quality assurance reviews of Department installed signs; provides assistance and training to county sign crews. 4. Review Status of sign survey to confirm all interstate and NHS Routes are reviewed annually and 16.7% other remaining routes are surveyed annually. Provide county sign survey status report monthly to DTE, ADE-Maintenance, and County Maintenance Managers at the monthly CMM meetings. Coordinate the Sign Survey review process with county management to review 16.7% of county mileage yearly to support this effort and and the NHS system annually. Signs are to be replaced as necessary based on useful life, condition, and damage. Monitor & report on 18yr Sign Life Cycle to meet new retro-reflectivity requirements (performs spot checks). (HOLD-Old strategy)Signs should be replaced on NHS when greater than 18yrs and non-NHS when signs are 13 yrs old or greater. (New/current Sign replacement Strategy Starting with SFY 221-22) Each county should replace 16-18 yrs and older signs at the annual rate committed to starting in SFY 2021-2022 until the 16-18 yr and older signs committed to have been substantially completed(replaced) by the agreed to individual county target date. If substantially complete by target date consider returning to the old strategy of sign reviews and replacements of NHS routes annually and 1/6th of the remaining network annually. ii. Detour Plans – Maintains and updates all TCP detours and emergency detours. Ensures that the counties, emergency providers, 8-RTMC, and BHSTE are provided with required updates and the emergency Diversion Plans in the Incident Room(conference room D), Mausdale Field office, and the Foy Avenue Inspector's Field office (per the COOP) are maintained. iii. Annual Paint Program - Expand and improve the quality of line painting. Coordinates the district line painting program, and the small paint machine program. 1. Responsible for the operation of the District line painting program including scheduling, budgeting, and ordering of materials. 2. Plans, schedules and supports traffic line painting activities through preparing and coordinating budget preparation. 3. Continue to manage the painting of department force projects using the district’s two line paint crews. 4. Provides supervision, guidance, direction and administrative support for a staff of maintenance and trades personnel in the district-wide pavement marking program. 5. Monitors the performance of the line painting paint crews to ensure compliance with the Department's quality control program. 6. Obtains sample plates and completes QA Reports to maintain compliance with the Department's Quality Assurance Program. 7. Coordination of the small paint machine program with the counties. a. Prepares the District's Annual Small Paint Machine Program by county. b. Coordinates the implementation of the program with the various county maintenance forces and renders technical assistance in the layout and completion of the program. c. Runs progress reports from Plan Maintenance quarterly to verify completion of the Small Paint Machine Program. 8. Driver Licensing Centers – Review and coordinate with the Selinsgrove Driver License Center (717-248-18554) on the need to replace long and small paint machine markings annually by April 30th annually. Schedule and repaint as necessary. Fiscal to provide work breakdown structure for billing purposes. iv. Annual RPM contract - Prepare estimates and contract to meet PS&E date and insure that Federal Funds are obligated by the date established in the annual RPM SOL issued by Central Office. Coordinate with Contract Management and establish the letting date accordingly. 1. Maintain an inventory of existing RPMs and replace lenses on a two-year cycle. 2. Identifies locations for the annual RPM contract. 3. Coordinates the RPM contract with contract and department force work. v. Passing Zones – 1. Completes passing zone studies. 2. Supervises the establishment of no passing zones including sight distance surveys. 3. Reviews roadside conditions, accident analysis, geometrics and etc. 4. Prepares No Passing Zone permits and sign work orders for signing No Passing Zones. vi. Bicycle & Pedestrian accommodation – assists the Bicycle Pedestrian coordinator. 1. Reviews all PA Bicycle routes by March 30th annually for proper signing. 2. Order signs by April 30, so that missing or signs in poor condition can be installed by Memorial Day, annually. 11. Attends and participates in public meetings including County Advisory Boards (Lycoming Co. CAB). 12. Advises municipal officials pertaining to traffic problems and department policies and requirements relating to traffic operations. 13. Assists in the review of High Volume HOPs as required. Assist in the review of HOP Submissions by reviewing the signing and pavement markings by required due dates. 14. Attends district letting schedule meetings, scoping field views, federal aid betterment coordination meetings to ensure traffic unit requirements are planned to avoid project delays, and traffic input is provided early in the process. 15. SEMP – Recognizing that everyone is involved in the District’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Sound Environmental Maintenance Practices (SEMP). Also, takes an active role in supporting the efforts of other employees to meet these objectives. Attends environmental training identified for this Working Title in the District’s SEMP Manual for Sound Environmental Practices. 16. Department Green Plan Policy: Commit to following the Department's Green Plan Policy (Pub 712) and the associated principals. Failure to comply with the Department's Green Plan Policy shall be documented in employee's performance review. 17. Provides instruction, training and assistance to personnel; coordinates leave, evaluates performance, initiates corrective or disciplinary actions, investigates and assists in resolving grievances; and allocates unit resources for the most efficient and timely completion of the program; recommends contracts for services or skills not available in the work force to effectively use all resources. 18. Performs other related duties as required. Safety – a. Oversee the sign survey/replacement process and Retro-reflectivity compliance. Address major sign deficiencies on the Interstates and NHS system annually and 16.7% of remaining SR’s annually on rotating basis thereby creating a 6 yr cycle. Provide status updates at the monthly County Maintenance Managers meetings. i. Provide Training to the District’s NEW Sign foremen and offer Sign Survey Process Training within one month of the summer crew bids. Provide Training to existing Sign Foreman and new County Sign Foreman. Perform annual Sign Survey QA's in accordance with the District Memorandum. b. Review and update pre-established emergency detour plans that were affected by construction projects annually prior to preparation for County Winter coordination meetings. i. Complete necessary CADD work for reviewed/updated detours. ii. Provide updated emergency detours to counties and emergency services by annual Winter Coordination Meetings. Distribute revised Diversion plans to County Organizations, District Incident Command Room, Foy Avenue Field Office and Mausdale Field Office by October 30th annually. Contact lists are to be updated at conclusion of Winter Coordination meetings in each county. iii. Field view Interstate Diversion Route Signing and complete sign notifications annually. 2. Infrastructure & Asset Management- a. Project Delivery/SMART Transportation: Consider and/or incorporate principles of SMART Transportation into all assigned projects during planning and project development process. Planning and Programming is to be notified timely to prepare timely calendar year letting projections. b. Sign Retro-reflectivity: Installation Date entries completed, Federal mandate on Sign Retro-reflectivity has been revoked. This is to hold the item. 3. Process Oversight & Coordination – a. Serve as contact person for the Plant Maintenance Sign function. b. Serve as a SAP power user for the plant maintenance sign application and assign one of your staff as a power to support the counties with signing applications and training as needed. c. Achieve monthly cumulative goals on AWP for traffic lines painted so that the Annual Work Plan (AWP) for the Calendar Year is completed prior to winter shut down. Provide status report to DTE monthly. Enter into dashboard as necessary. d. Review critical & high crash locations (such as US 15-"the Pike" & US US 220-Safety Corridor, Sones Town Mtn, Natalie Mtn,...) and paint a second time prior to winter shut down if determined necessary. e. Insure department line painting follows established priorities. Communicate ways/strategies to increase crew productivity to Highway Line Paint Foreman monthly. Target goal is to complete 60% AWP by end of July (1000 line miles ahead-basically 10%) to establish a buffer for inclement weather and if not implement working Saturdays until buffer is adequately established. Safety (employee safety): 1. Assess your environment and be responsible for your safety, the safety of coworkers, and the public. 2. When in enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Promote a CULTURE that emphasizes SAFETY as a core value: a. Immediately stop any unsafe actions. b. Incorporate safety into all discussions, deliberations, and decisions. c. Continuously communicate the safety direction. d. Inspire employees to be a MODEL for safety. e. Encourage and support safety initiatives and programs by participating and involving your staff. f. Recognize safety daily. g. Acknowledge EXTRAORDINARY achievements. h. Learn and improve through After Action reviews (AARs). i. Enforce accountability. Other measures – a. Responds to customer concerns within the established due date. b. Develop training and cross-training plan for the operations unit annually. c. Meet all EPR and EPR quarterly review completion deadlines. Action plans will be required if any EPR review completion deadlines are missed. Succession Planning: a. As an employee -- Take an active role in succession plannning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit program/technical knowledge with other employees. b. As a Supervisor -- Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Fair Labor Standards Act (FLSA): Rank and File employees: Unless otherwise directed by your supervisor or manager, comply with stated work hours for 7.5hrs/day Supervisors: Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work--i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |
