Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is an advanced technical administrator position within the EBR DC supporting the Pennsylvania Lottery with the Pennsylvania Department of Revenue. The individual in this position will oversee administration of multiple complex systems utilized by the Pennsylvania Lottery that are critical for the end-to-end processing of nearly $5 billion in revenue, serving as administrator, technical consultant, and leading design, testing, monitoring, analysis and application delivery for Lottery systems that include gem eEnterprise (gemE), gem Intelligence (gemI), gem Retailer (gemR), Internal Control System (ICS), and the PA Lottery website. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1) Performs the full range of supervisory duties. Manages the planning, organizing and assignment of work, determines priorities, sets goals, evaluates employee performance, and performs leave management. 2) Performs relationship management with vendors, business users, various Commonwealth IT teams, DOR & Lottery Executives, and numerous external partners and agencies such as the IRS, MUSL, DHS, and PennDot. Also manages interface processes between multiple vendors and external partners. 3) Serves as the application solution lead for the PA Lottery Website. Provides analysis and documents solutions in conjunction with the vendor, 9Rooftops. Translates business requirements into technical requirements and works closely with the vendor to implement updates, fixes, and changes. Provides support for all aspects of the Lottery website to include hardware, software, operating systems, security, and network functionality. 4) Analyzes, creates, and submits Firewall and WAF onboarding and change requests. 5) Manages hardware, software, and certificate lifecycle management. End of life, patching, and security requirements are monitored for all Lottery systems and any needed updates are coordinated and procured as needed. 6) Serves as the application solution lead for the Lottery’s Internal Control System (ICS) that contains all Lottery sales and balancing needed and regulated by the Multi-State Lottery Association (MUSL), providing verification for Lottery drawings. 7) Directs, facilitates, and consults with users to discuss hardware and software needs. Advises Executives on capabilities and limitations of available information technology. 8) Ensures compliances with IT policies, Commonwealth procedures, and state and federal regulations. 9) Provides and manages after hours support for Lottery drawings, incidents, and technical upgrades to ensure no interruption to Lottery operations. 10) Be knowledgeable of, adhere to, and contribute to established service management processes and procedures. 11) Be knowledgeable of, adhere to, and contribute to established knowledge management processes and procedures. 12) Performs other related duties as required. |
