Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Works in a 24/7 operation in support of criminal justice agencies; performs technical work of high level difficulty in the analysis, classification and identification of fingerprints received manually and electronically, through the AFIS “Automated Fingerprint Identification System” pursuant to PA Crimes Code, Title 18, Chapter 91, Subchapter B, Section 9112, Mandatory Fingerprinting and additional Federal and State Legislative Acts as it relates to employment fingerprinting.

35% 1. Operate the Integra AFIS application to process criminal or applicant fingerprint submissions submitted by Criminal Justice Agencies and Vendors via live scan or card scan. Analyze fingerprint submissions to verify correct sequencing, to classify, identify and assign primary and reference pattern types, to set core and axis, to enter descriptive and image data and to make identity determinations through the analysis of side by side images (Search print vs. File print) to determine positive or non-positive identification of an individual that may result in the update of existing files and records and/or the creation of a record within the Central Repository and FBI files.

25% 2. Research PA and FBI fingerprint and criminal history files for incomplete or inaccurate information. Register, consolidate, query, and update criminal/applicant record information in Integra AFIS, CCHRI, CLEAN, CPIN, and Integra ARCHIVE. In accordance with PA Crimes Code, Title 18, Chapter 91, Subchapter C, Sections 9122 and 9123, seal or expunge records directed by court orders processed by the Expungements Unit.

20% 3. Analyze all mailed in prints to be filed or processed electronically through the Integra AFIS for legibility, sequencing errors and required and/or valid demographic data. Once received or processed, quality control the prints by analyzing and comparing the fingerprint images on the card against the fingerprint images in the AFIS database for the new or existing SID, “State Identification Number” assigned by the system to ensure the prints belong to the SID.

10% 4. Review, analyze and complete manual Identity Determinations submitted by; Legal Assistant 2’s and Legal Assistant Supervisor’s for Identity Theft and PIC’s Challenge, Commonwealth Courts for Name Changes and Criminal Justice Agencies when requested, assigned and reviewed by a Supervisor.

10% 5. In response to Administrative Requests; fax, mail, and/or email fingerprint cards and CPIN photos to AFIS labs and Criminal Justice agencies. Answer incoming telephone calls and provide resolution to inquiries. Monitor and resolve Service Now help desk tickets. Perform related duties as required.

Determine if the search print and the file print are the same person.
Ensure fingerprints are in the proper sequence for editing.
If a fingerprint error was made by an arresting agency resolution will be determined by supervisor.
