Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Technical work in an agriculture inspection program, to determine compliance with state regulations pertaining to standards of purity, quality, and sanitation.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Independently conduct numerous types of food safety related inspections in a variety of establishments including produce farms, dairy farms, retail food facilities, manufacturing facilities, milk and egg processing facilities, distribution, and warehousing facilities.

Employ laws, regulations, policies and food safety and security knowledge during inspections /investigations to evaluate foods and food facilities to determine compliance.

Conduct the inspection of eggs, egg facilities and/or fruits and vegetables in an assigned area. Inspection requires the selection, weighing, and internal and external examination of agricultural commodities to determine if the product is in compliance with state and/or federal laws and regulations

Evaluate egg-processing procedures for plants and conduct sanitation inspections at processing plants for the Pennsylvania Egg Quality Assurance Program.Train and educate plant personnel as to the proper procedures for sanitation and egg processing.

Perform USDA Audits e.g. Good Agriculture Practices/Good Handling Practices and Harmonized foodsafety verification audits for fresh fruit and vegetable grower, packers and others in the marketing chain.

Screen requests for various grading, auditing, and inspection services, including Shipping Point,GAP/GHP Audits, PA Certified Program applicant, and PEQAP applicant

Computes user fees for various types of inspections performed including GAP/GHP Audits, Shipping point inspections and PA Certified Plant inspections.

Maintains necessary documentation and records as required by the USDA for grading and auditing.

Independently conduct pasteurization system inspections and tests.

Proctors’ examinations of Pennsylvania Approved Inspectors and the certification and licensing of the Pennsylvania Certified Egg Plant graders.

Proctors’ examinations of bulk milk weigher and samplers to collect official milk samples for analysis.

Reviews Producer’s records for compliance in the producer transfer program.

Certifies and reviews the regulatory inspection work conducted by the Pennsylvania Approved Inspectors for regulatory sanitation inspections of dairy farms. Works within assigned counties/zip codes in specific region of the state.

Sample’s agriculture commodities, food and milk products to determine safety and compliance of products to standards and regulations.

Received Dairy Sampling Surveillance Officer certification (DSSO)

Sends samples of various agriculture commodities, milk and food as deemed necessary to the FoodSafety Laboratory, Harrisburg.

Completes investigation of complaints of agriculture commodities, food and milk products, sanitation conditions and other related problems when notified by consumers or other regulatory agencies.

Completes investigations of Food foodborne illnesses including but not limited to Salmonella Enteritidis outbreaks to include performing an egg traceback investigation to determine the sources of the potentially contaminated product. Prepare a complete, detailed report with supporting records.

Assist supervisor in mentoring new staff and providing on the job training

Enters data into food safety software programs to record results of activities.

Prepares written reports and records of inspections and sends to supervisor for review and approval.

Overseeing egg, milk and food detentions or disposals if warranted.

Overseeing milk and food related emergency responses as needed

Preparing for court cases by gathering evidence and making recommendations for citations and prosecutions to supervisor.

File legal citations against establishments or individuals that violate laws and standards before a District Magistrate.

Reviews and approves plans for the new construction and equipment for food establishments and dairy farms.

Review’s food product labels. Including detailed reviews of milk and milk product labels and agriculture commodity labels.

Reviews plans and proposed changes in food/milk processing plants, distribution facilities and single service container manufacturing plants.

Conduct unannounced food safety inspections of various facility types during hours of operation. This may include the need to work occasional non routine work days and/or outside of normal work hours to include starting before 8:00 AM or working beyond 4:00 PM.

Demonstrate a commitment to meeting and exceeding expectations of the bureau’s customers at all times.

Apply Lean tool(s) to day-to-day tasks when a process has been identified for improvement.

Performs other duties as assigned.

Determine overall compliance status of a food facility following inspections.
Recommend compliance actions if needed following non-compliant food inspections.
Interprets the Departments Laws, regulations and administrative procedures and policies to conduct work assignments.
Monitors the work of the Pennsylvania Approved Inspectors to address nonperformance of duties and presents recommendations for action to supervisor.
Review’s milk and milk product labels for preapprovals.
Reviews the approved milk laboratory test results and provides the non-compliant test information to Supervisor.
Assess food safety hazards associated with vehicle accidents, fires, power outages, and other acts of nature.
Institute food disposal and food facility closure.
Provide feedback to program specialists regarding specific programs.
Institute warning letters and prosecutions upon supervisory or management approval.
Refer approval or disapproval recommendation of plan review applications to supervisor.
Approve license, registration, certificate, or permit applications.
Plan, schedule and effectively communicate weekly activities.
Provide timely feedback of unusual or sensitive situations to supervisor and management as appropriate.
