Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Administer the Pennsylvania Sewage Facilities Act program (Act 537) in an assigned geographical work area or as assigned. Educate, evaluate, and manage local agencies, sewage enforcement officers and municipal officials in their responsibilities and administration of the planning and permitting functions of Act 537. If this position is filled as an Environmental Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Sewage Planning Specialist 1. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Conduct and document evaluations of local agencies and sewage enforcement officers. Evaluation includes the agency's organization and ability to plan, permit and enforce. Recommend corrective actions to be taken when problems are identified. Present evaluation to agencies at administrative conferences. Appropriately review and refer sewage complaints as assigned by management within the timeframes established by Department policy. Promote the creation of new multi-municipal local agencies and work to improve existing agencies. Review and take appropriate action on new land development proposals; may include exemptions, component 1's, 2's, 3's and 3S's. Assist and comment on the development of program guidance documents for program use statewide. Assist with regional training for sewage enforcement officers. Review Chapter 94 Annual Wasteload Management reports as assigned. Provide recommendation to regarding loading status, plan exemption status and corrective action requirements. Assist Environmental Group Manager in follow-up efforts to bring permittees into compliance. Maintain database on assigned Chapter 94 cases. Maintain eFacts and OnBase as needed on assigned projects. Review Act 537 Plans. Perform other duties as assigned. Maintains itinerary of work schedule in digital calendar. Provides information to municipal officials, consultants, and the public on Departmental programs, functions, rules, regulations, policies and procedures in written and oral presentations. Meets with governmental officials to explain Departmental programs and functions. Prepares case documentation including case history, past violations, and other pertinent information for use by the Compliance Specialist and legal staff and management in the preparation of legal documents. Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel. Adheres to all policies, procedures, and management directives regarding telework to maintain efficient operations and meet program goals. Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Follow the SOPs and meet the PAyback policy. If deviation should occur, then the deviation must be documented.
