This position is responsible for managing the Clean Water program in the Southeast Regional office by directing, through subordinate section chiefs and supervisors, the activities of the Permits; Planning; and Operations, Monitoring and TMDL sections to ensure compliance with the Commonwealth’s Rules and Regulations governing water management. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Carry out the Clean Water program objectives, established in accordance with Field Operations objectives and approved by the Regional Director. Establish performance objectives/expectations and provide periodic reviews with each of the Section Chiefs. Coordinate the activities of the units, which involve multiple disciplines, to insure they are working toward the attainment of similar goals and objectives and resolving conflicts between units. Serve as team leader for the Delaware River (2E) and Neshaminy Creek (2F) Watershed Teams. Coordinate the activities of the units with other organizational units. Plans and organizes work, assigns work, establishes work priorities, sets goals, and reviews work performance. Evaluate employee performance, prepare and sign the Employee performance Review. Review and sign performance reviews completed by section Chiefs of subordinate supervisors. Provide advice to legislators, news media, municipal and industrial officials, consultants, facility operators, general public, federal, regional, or county agencies and other programs regarding planning, permitting, grants, operations (inspections and enforcement) functions for the water management program. Assure that each of the subordinate section chiefs have established and implement the functions of Pollution, Prevention and Compliance Assistance. Promotes the department's vision Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Manage regional program permitting process. Establish clear measurable performance goals for permit review staff. Implement Standard Operating Procedures (SOPs). Manage workload and suggest new General Permits. Reviews deficiency letters. Meet or exceed performance metrics. Approve or disapprove permit applications, Act 537 plan updates and revisions, enforcement documents, and certification of grant projects for funding. Interpret rules, regulations, policies, procedures, standards and objectives of the organization or program for subordinates. Develop and update workload analysis, time elements, and staff necessary to implement program objectives. Evaluate training needs and develop training plan. Develop budget information for capital expenditures, overtime needs, etc. Prepare budget and rebudget requests for organizational units. Prepare status reports on clean water program, including inputs to the weekly report and hot issues tracking system. Works with regional council to defend appeals. Testify before District Magistrates, Environmental Hearing Board, stand and/or federal courts. Prepare briefings for the Regional Director, Deputy Secretary, and Secretary. Brief and review all information for local community relation coordinators on information to be given to the new media, environmental groups, etc. Approve leave requests and review sick leave usage of subordinates to determine if a pattern of abuse exists. Interface with Central office and other Field Offices on programmatic issues to insure consistency across the Commonwealth. Investigate complaints involving misconduct by subordinates by reviewing all available information to determine what was done, how it was done, and which actions should be taken. Review all administrative forms completed by subordinates for adherence to appropriate administrative procedures. Meet with the public to explain Departmental functions, programs, rules, regulations, policies and procedures. Prepare and deliver formal presentations. Implement the watershed approach to problem solving in the Region, through cross program activities. Promote and carry out program obligations required by the growing Greener grant program. Prepare letters, reports, and memos as necessary. Review and comment on draft rules, regulations, policies, procedures and guidance. Review grievances and complaints, conduct initial investigation into causes and conditions, discuss with employees and resolve or recommend solutions to grievances and complaints. Interview prospective employees and recommend selections. Recommend and initiate corrective discipline for misconduct by subordinates. Participate on special committees upon request. Operate a motor vehicle to travel to various work sites. Participate in Environmental Futures Planning Process as required by executive staff. If approved for telework, maintain all functions and duties at the same level |
