Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is assigned to the Employment, Banking and Revenue IT Delivery Center, Solutions Management L&I and State Division. The incumbent of this position works directly with the State Workers Insurance Fund and is primarily responsible for the highly complex business processes and coordination with relating internal and external partners in the administration of the State Workers Insurance Fund System. The position reports to the Application Development Administrator. This includes all application development/maintenance Workers Insurance Fund program area. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The duties of this position includes oversight contractor performance as it applies to all application development maintenance and operation process and planning. This includes using the software defined by EBR (currently TFS) to track change requests, defect fixes, verify testing completeness, create reports. Manages the release process by working closely with other technical and program area teams and within established procedures. Reviews and monitors program area approvals for release components. Coordinates with all EBR departments such as Security, Shared services in all application maintenance and operations which includes but is not limited to implementation scheduling and verification. Plans and constructs test plans for complex systems and performs testing for these systems which may include automated test scripts. Plans and organizes IT continuity of government tests. Coordinates IT asset recovery and replacement. Manages and monitors all waivers driving the core systems to compliance. Maintains IT policy and procedures as apply to the program are in accordance with Commonwealth directives. Coordinates all supporting IT documentation for submission to yearly GAAP audit. Follow up and leads implementation of any updates required by audit findings. Leads the delivery and facilitation of formal and informal IT training for users. Participates in the development of the IT strategic plan through coordination with IT managers to align IT systems with the agency’s mission. Performs other duties as assigned. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Assignments require the independent planning, analysis, testing, debugging, maintenance, and documentation of complex systems. Independently initiates and selects the proper course of action to meet assignment goals. Makes decisions based on the level of independence and responsibility necessary to meet the goals and objectives of the position. Interacts with program area business managers, consultants, contractors, representatives of Commonwealth and Federal Agencies, and others in the research, development, and implementation of policies and standards within enterprise systems. The supervising Applications Developer Administrator (ADA) outlines general instructions and objectives and assigns work to this position. Work is reviewed to determine goal attainment and adherence to generally accepted principles and techniques of application development as well as all applicable Department of Labor and Industry and EBR project standards. |
