Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a professional forestry position in the Weiser Forest District, Columbia/Montour/Northumberland Division, responsible for performing professional fire analysis and management duties which include conducting timber analyses, planning and implementing prescribed fire plans, wildland fire prevention, and wildfire and natural fire suppression. This individual be responsible for the following state forest management activities relating to recreation, silviculture, forest regeneration, timber sale administration, and inventory. This is a nonsupervisory position; however, the person in the position will provide input into EPRs of Forest Technician, Semi-Skilled Laborer, Maintenance Repairman, and other classifications.

Description of Duties:

Primary Responsibilities:
--Develop, maintain, and implement a sound wildfire resource plan for the assigned protection area
--Review, comment, and make recommendations on silvicultural prescriptions involving fire
--Serve as district-prescribed fire coordinator
--Plan, write and implement prescribed fire prescriptions on state forest
--Be sworn in and maintain duties as Forest Fire Warden and State Forest Officer
--Work closely with district and central office fire management staff
--Provide oversight and technical expertise to communities/homeowner associations interested in the development of community wildfire protection plans
--Maintain a GIS database consisting of wildfire perimeter, causal categories, etc.
--Develop and maintain a spatially explicit plan of wildfire potential in assigned protection areas to prepare effective prevention and pre-suppression plans
--Actively manage, support, and strengthen wildland fire suppression resources including but not limited to: Forest Fire Wardens, Volunteer Firefighters, Volunteer Fire Companies/Departments, Volunteer Groups, Wildland Fire Support Crews, and others
--Function as a trained and certified wildland fire investigator
--Serve as an expert witness and affiant for “Arson and Related Offenses” court cases involving wildfire
--Serve as district radio coordinator
--Manage the federal excess Personal Property Program (FEPP) and the Department of Defense firefighter property program (FFP) to state and national requirements


Outreach:
--Maintain a positive working relationship with critical stakeholders which include:
--Emergency Management Agencies
--Volunteer Fire Company/Departments
--Pennsylvania State Police
--Local and Municipal Police
--Federal Bureau of Alcohol, Tobacco and Firearms
--Forest Fire Wardens
--Wildland Fire Support Crews
--Develop a working relationship with county, township/municipal officials to affect decisions and zoning at local levels which impact wildfire preparedness and suppression
--Initiate the process of implementing county burn bans, through county government, during periods of high fire danger
--Maintain a positive working relationship with volunteer resources in order to promote wildfire education and prevention through local and national established programs
--Develop a rapport with local media outlets to promote wildfire prevention and assist in the dissemination of crucial information
--Acknowledge and award local fire wardens for participation and efforts related to wildfire prevention
--Provide equipment to cooperators as available through district tool orders, FEPP and FFP
--Serve as lead instructor for various wildfire suppression courses

Leadership:
--Function as fire line leadership and district point of contact on all wildfires within the protection area
--Act as type 4 (ICT4) incident commander
--Provide guidance and assistance to Forest Fire Wardens, Fire Companies/Departments, and other wildfire suppression partners
--Assign technical-related work to forest technicians and other classifications as needed
--Provide direction and advice to partners in regard to wildfire operations, preparedness, equipment, and other concerns


Preparedness:
--Maintain a current inventory of wildfire suppression equipment and needs
--Prioritize, plan, and order wildfire equipment and personal protective equipment based on allocations
--Maintain a current list of cooperating vendors for emergency response
--Develop work schedules for staff based on fire weather and predictive services outlooks
--Prepare, plan, and execute the annual Forest Fire Warden training, as required by law
--Keep abreast of wildfire training requirements and plan course offerings as necessary
--Ensure cooperative agreements are updated and executed with fire suppression partners
--Ensure equipment is properly maintained, serviced, tested, repaired, and winterized
--Coordinate, train, prepare, and assist with the dispatch of local Pennsylvania Wildland Fire Crew personnel
--Acquire appropriate equipment and resources
--Ensure the radio system is functioning as intended and provide insight into reliability concerns
--Attend training as available to further expand program area knowledge

Technical:
--Keep detailed records of costs associated with fire management activities, including pre-suppression, suppression, and post suppressions activities
--Document damages resulting from wildfire/wildfire suppression
--Collect and analyze data collected prior to, and post, prescribed fire implementation
--Interpret fire prediction data during wildfire seasons, to submit daily fire incidence and readiness
--Complete and file wildfire reports as set forth in DCNR Bureau of Forestry wildfire reporting standards
--Keep abreast of current law enforcement forms and changes regarding the filing of criminal and/or civil charges


Administrative:
--Develop and maintain detailed fire management plans and reports relating to wildfire prescriptions, incidents, potential and predictive models
--Review, approve, and enter the warden’s report of wildfires, invoices, etc. in accordance with reporting standards
--Keep detailed records of training and outreach
--Maintain district fire prevention database
--Plan and coordinate staffing of wildfire prevention program planning
--Plan and prepare justification of funding requests for suppression equipment, training, and wildfire prevention program
--Keep a detailed inventory of equipment distributed and utilized by cooperators
--Perform administrative reviews and bi-annual inventory of all assigned FEPP equipment
--Monitor and maintain a list of specialized fire equipment needs of district and cooperators
--Ensure unbiased handling of equipment and resource distribution
--Plan, analyze and submit regeneration funding requests for projects meeting program objectives


Forest Management:
--Assist forest management staff with the planning and implementation of projects involving prescribed fire
--Monitor and report insect, disease, and other damage
--Responsible for all aspects of his/her timber sale implementation and regeneration projects
--Keep accurate and up-to-date records regarding silvicultural and regeneration treatments
--Maintain and submit reports as required
--Assist with insect and disease suppression projects as directed
--Conduct VIP plots as assigned
--Assist with maintaining, updating, and producing district GIS products
--Other duties as assigned by the supervisor

Coordinator Responsibilities:
--Safety Coordinator: Coordinates the district safety program by making sure the annual safety inspections are conducted on district facilities, providing safety training to district staff, and making sure district staff are properly equipped with PPE
--Prescribed Fire Coordinator: review, implement, and monitor all district-prescribed fire plans

Employee schedules work assignments as required to fulfill the demands of the program areas for which he/she is responsible, without the aid of his/her supervisor. Most of the work is done alone. Assignments are periodically reviewed during and after completion by supervisor.

Essential Functions

 1. Knowledge of principles of forestry, fire suppression, fire ecology and management
 2. Able to respond to wildfire and other incidents 24 hrs/day 365 days/year
 3. Serves as PA State Forest Fire Warden and State Forest Officer
 4. Ability to learn, apply and communicate DCNR policy and procedures
 5. Ability to work under stressful conditions with the strength and stamina to traverse rough terrain carrying at least a 45 pound pack
 6. Knowledge of computers, GIS and GPS systems
