Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is responsible for the examination, processing of the proper allocation of tax payments and credits and the review of correspondence in response to individual tax notices and of Property Tax/Rent Rebate program notices in conformance to state tax laws and regulations. This position performs analysis in PA Tax Hub (PaTH) to recommend changes to increase operational efficiency. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Investigates and responds to email inquiries and complaints received from internal and external stakeholders. Makes telephone calls, prepares correspondence, memos, and reports in response to such inquiries, or forwards inquiries on to the appropriate area and tracks the status until completion. Answers calls received through the Director’s Office main phone line and processes correspondence received through the Director’s Office and other bureau email resource accounts. Responds to complex email inquiries received through the Right Now email system from state representative’s offices and provides detailed explanation of the issue and what adjustments are required to rectify the account. Assists with developing training materials, updating procedures and tax returns and schedules based on legislative or processing changes. Answers questions and processes requests received from the Voluntary Disclosure Program, Right to Know Office, and Taxpayer’s Rights Advocate Office. Keys and processes combat zone personal income tax returns. Completes refund request work items for individual taxes. Reviews and approves ACH payments in PaTH that are over $2 million for accuracy. Reviews and approves stop payment requests in PaTH initiated by tax examiners. Assists with the Property Tax/Rent Rebate Tax Status Housing process in PaTH. Returns calls as required to the Housing Authorities, adjust claims, and reviews correspondence. Examines, processes, adjusts individual tax returns, which also includes processing correspondence, and payments. Assists supervisors with the quality assurance review of bureau employee’s work in the PaTH system. Compiles manager’s weekly report information on one report and distributes compiled version to bureau managers and executive office. Analyzes the Return in Error cube in PaTH to determine if adjustments are required to the suspension criteria and proposes changes to management staff. Analyzes the PaTH Indicator report to determine the volume of claims that receive a manual review indicator from Property Tax/Rent Rebate and spot check them to ensure the indicator is still required. Compiles Request for Information (RFI) and Recomp Required code requests received from bureau staff. Analyzes the RFI and Recomp cubes in PaTH to determine if there is an existing code that needs re-worded or if a new code should be developed. Provides management with language for the PaTH ticket if a new code is required. Analyzes the RFI and Recomp Required cubes response rates. Proposes suspension criteria changes based on those response rates to either no longer suspend for that reason, increase the refund threshold amount, or update the language on the notice to provide clarification to taxpayers of what information is required to process their return. Analyzes Treasury’s monthly refund rejection report to determine if Treasury’s rejection was valid. Use the report to propose changes in PaTH that may prevent those rejections in the future. Assists in researching and analyzing changes in legislation to determine impacts on bureau operations. Handles confidential personnel and taxpayer information. Demonstrate a commitment to the service-oriented culture of the Department. Apply Lean thinking in day-to-day tasks. Be mindful of internal controls and risk management when changes are made to a process. Treats others equitably and adheres to diversity and inclusion program requirements in the workplace. Performs other related duties. |
