Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Applies traffic control principles, Department standards, and technical judgment to perform traffic control duties involving the design and review of signing plans, evaluation of safety improvement projects, and scheduling and monitoring the District 1-0 skid testing program to support the Department's goal of safer roadways and zero fatalities.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Support Department Strategic Agenda by working to accomplish District Business Plan Goals and objectives in your daily activity. Follow up on District Plan action items for which you are responsible. Develop action plans as needed.

Serve as the District 1-0 Tort Coordinator and perform assigned duties as described in Publication 157.

Coordinate gathering of required information and documents and compile appropriate responses to Department attorneys.

Oversee the small claims (STD-430) program and provide information to BRIM and pre-litigation claims evaluators to assist them in making decisions.

Review monthly Tort report to identify areas of concern and develop improvements to address these areas.

Review crash reports and complete field investigations for all fatal crashes and other traffic incidents as assigned in accordance with Publication 159.

Completes review of past skid test results along with wet-gap cluster list to determine required skid testing on an annual basis. Coordinates requests with BOMO annually to ensure all required routes are tested as well as routine testing cycles are achieved.

Utilizes CDART software to research crash history for routes and locations requested from Design Unit Project Managers or assigned by the Highway Safety Engineer.

Perform various Traffic Engineering studies at specific locations or entire routes to determine the need for altering existing traffic control. Traffic Engineering studies will be performed in accordance with Publication 212, Publication 46, and the MUTCD. Results of studies will be reported on applicable TE forms.





SAFETY:

4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Fair Labor Standards Act:
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.

Determines item quantities and provides specifications for each safety treatment to match field conditions, and ensures that low-cost safety measures are properly documented and inventoried for assigned County. Work is reviewed directly with the supervisor for compliance with traffic engineering standards and department policies.

Essential Functions

 1. Analyze traffic control problem resolutions utilizing general traffic engineering criteria.
 2. Read, write, and speak clearly.
 3. Communicate effectively by oral, written, and electronic means.
 4. Input/retrieve information utilizing electronic devices.
 5. Maneuver safely around moving traffic and construction equipment.
 6. React immediately to hazard warning devices, such as signs, sirens, and alarms.
 7. Use required personal protective equipment and be responsible for its care, storage, and maintenance.
 8. Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, and climb; lift and carry up to 50 pounds. Withstand periods of heavy exertion.
 9. Travel to sites to perform traffic studies.
 10. Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Data Sheet (SDS) limits.
