Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Perform beginning level technical work, in a training nature, on construction projects. Ensure that all construction work is completed in conformance with approved construction codes, plans, standards and specifications.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Participates in a variety of technical duties in the inspection of materials and workmanship on transportation construction projects to ensure conformance with contract requirements and established standards and specifications.

Develops inspection checklists for each operation that you are responsible for, this will include research of the contract item in the Pub 408, POM, RC Standards, BC Standards, BD standards, special provisions and any other related material for that item of work.

Assists in the inspection of any and all phases of transportation construction work. Check grades, elevations, structure stake-out and roadway stake-out.

Completely documents and checks work performed by contractors and inspection staff as outlined in the Project Office Manual (Pub 2) and as required in Pub. 408. Produce and review this documentation manually or electronically. Proficiently utilize Department supplied computer software in completing project documentation and perform direct entry of daily documentation into the Construction Documentation System (CDS). Produce reports as needed and/or required for project records and interpret the results to track progress and schedule (CPM). Track and check material quantities and testing utilizing either manual or computerized methods.

Interacts with Department staff, other federal, state and local agencies, legislators and the general public to ensure the effective administration of transportation construction projects.

Completes master diary, mathematical calculations, item quantity estimates, project cost estimates, work orders, time extensions and all applicable construction project documentation manually or electronically. Assist in resolving field construction problems that are encountered.

Inspects the placement of materials such as cement concrete, bituminous concrete, drainage materials and all materials applicable to transportation construction.

Performs mathematical calculations to determine consistency of materials being used, draw sketches, note field plan changes, and maintain consolidated construction inspection progress and quality control reports associated with the work being accomplished.

Executes your daily responsibilities to ensure that transportation projects are completed in accordance with all existing regulations, policies and procedures and in an expeditious and cost effective manner.

Enhances communications among all Construction Division staff as well as throughout the organization to ensure awareness of how I as an employee can meet the Department’s goals and objectives and deliver effective customer service.

Succession Planning:

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Be able to decide, without prior approval, on an appropriate course of action that will enable the construction project to advance toward completion and that will enable the appropriate administration of the construction contract to occur. These decisions include, but are not limited to: the interpretation, application, and enforcement of all relevant environmental permits, construction plans, specifications, standards, publications, and manuals; generation of estimates and work orders; providing direction to the contractor when appropriate in order to address construction field issues.

Essential Functions

 9. Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Data Sheet (SDS) limits.
 10. Work extended hours in excess of eight hours per shift seasonally and/or be on call beyond normal business hours.
