Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is responsible for managing vendor compliance aspects of the State WIC program for the PA Department of Health, ensuring that vendors supplying goods and services to the WIC program meet all required quality standards and regulatory compliance, and are delivered on time. The role focuses on maximizing participant access to nutritious food items. The PA WIC Vendor PHPA is responsible for managing the compliance of authorized WIC vendors with both federal and state regulations, as well as the specific requirements of the Pennsylvania WIC program. Under the direct supervision and guidance of the Compliance Public Health Program Manager, this position monitors vendors related to the established performance standards, guidelines, and contractual obligations set forth in their agreements with the Pennsylvania WIC program. The PA WIC Vendor PHPA, and reporting staff, act as a liaison between the Pennsylvania WIC State Agency and vendors, ensuring efficient program operations and strict adherence to all contractual and regulatory requirements. This position is essential in maintaining the integrity of the Pennsylvania WIC program through effective vendor compliance oversight and enforcement, contributing to the successful delivery of services to WIC participants and ensuring the efficient use of program resources across the Commonwealth of Pennsylvania. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists with the development and monitoring of WIC Bureau quality assurance efforts, including serving as the point of contact for initiatives related to quality improvement (QI) and program integrity(PI). Assists in developing QAPI tracking mechanisms for analyzes the measurable impact on risk management while considering operations, customer service, and the health of the public. Assists with the integration of QAPI activities into the culture of the Bureau through promotion and technical assistance. This will include developing statistical reports and numbered memorandum for approval. Familiarizes oneself with the Divisions and their units, regularly attend unit meetings. Assists in developing one-time special projects for the Bureau, while working closely with the QAPI Director. Functions as primary point-of-contact for various Bureau projects, including but not limited to compliance with confidentiality training, mandated reporter training, and state plan milestone tracking. Related to Fraud: ~Exercises discretion in determining social media fraud related to participant and redemption: ~ Completes all aspects of other types of participant fraud; ~Maintains the Fraud tracking and categorization for the Bureau using the following sources, Comment line, OIG Hotline, Fraud Hotline, etc.; ~Tracks obligations of fraud activities initiated by Program; ~Routes letters to legal related to all aspects of fraud; ~Participates in vendor fraud activities as assigned, including travel; ~Testifies in court as required; ~Maintains fraud casefiles on SharePoint. Maintains the Bureau Complaint tracker and reports weekly to the Division Director. Manipulate management information system (MIS) to assist in QAPI initiatives. Monitor email resource account(s) and escalate through the chain-of-command. Ensures accessibility, translation and printing of needed material to meet the need of stakeholders. Researches and develops special projects for the QAPI Division Director. Ensures that Standard Operating Procedures (SOP) developed and maintained for all major functions of the position, as well as logging and tracking SOPs for the Division by renewal date. Attends local or statewide conferences as assigned. Coordination between the WIC Bureau Divisions, Office of Communication and DGS. As requested, provides informational presentations including but not limited to fraud, accessibility, and state plan milestone tracking. Demonstrate awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity. Travel, including overnight, as required. Performs other duties as assigned. |
