Position Purpose:

This position performs a variety of administrative and supervisory functions in managing directing and monitoring the in-house staff, vendors and contractors involved in the custodial services, renovations, repairs, maintenance, and day-to-day operations of the Labor & Industry Building (483161 Sq. Ft.) and the Commonwealth Garage (248188 Sq. Ft,), Responsibilities include liaison duties with the building occupants (including Dept Of Labor and Industry, Treasury, L&I Cafeteria, and L&I Daycare.

ESSENTIAL POSITION – REQUIRED TO REPORT TO WORK DURING EMERGENCIES AND OFFICE CLOSINGS.

This position plans, organizes, directs and supervises the maintenance repair staff on minor and emergency maintenance repairs, and manages through a Custodial Work Supervisor, the custodial staff on full service custodial duties and responsibilities. Maintenance staff performs a variety of semi-skilled and skilled maintenance and repair duties and responsibilities involving the general upkeep and internal office maintenance of the buildings. Duties of the Maintenance Repairmen include snow/ice removal minor plumbing, some electrical, light carpentry and touch up painting, in addition to assisting custodial personnel in areas not easily accessible. Duties of the custodial staff include snow/ice removal, cleaning and maintaining offices and building structures by cleaning and sanitizing restrooms, removing trash/recycling, sweeping, vacuuming, dusting furniture, detail cleaning, and replenishing supplies, cleaning elevators and stairways, cleaning glass doors, scrubbing floors, etc.

Summarizes and prioritizes the work to be accomplished, supplies proper checklists, and provides necessary instructions to ensure balance and constant workload. Performs routine daily building inspections to ensure custodial, environmental control and maintenance standards are achieved and that all deficiencies are cited. Notifies appropriate staff or contracted service contacts for corrective action.
Reacts to and examines serious incidents and accidents within the building or on the grounds and prepares reports of all such events.

Is responsive to maintenance and repair requirements at any time on a 24-hour, 7-day week call.

Orders supplies through usual channels. Directs control of office equipment and general maintenance equipment, tools, and other types of supplies.

Develops and implements policies, procedures, budgets and reports regarding custodial services, minor maintenance, and related building services.

Determines training needs and plans and coordinates formal and/or on-the-job training programs for custodial and maintenance services. Ensures that the staff is properly instructed on procedures for working safely among the tenants.

Responsible for generating Work Orders in response to requests from building tenants, the custodial or maintenance repair staff, or through his/her own observation. Evaluates job, determines if work is feasible, and if job can be handled by the custodial or maintenance repair staff or if work will need to be coordinated with the Maintenance Management Division. Is responsible to monitor and coordinate all work requests from beginning to completion and to keep tenants advised of status.

Serves as Building Liaison for outside contracted work. Advises tenants of projects being conducted and how, if any, it will affect them or the building. Keeps tenants informed of building activities through reports and regularly scheduled tenant meetings. Will maintain ongoing contact with tenants in the event of emergency situations or the evacuation of the building.

Assists and ensures the building’s evacuation plan to ensure an orderly and safe evacuation and assembly of the building tenants in case of fire or other disaster. In this capacity, is also required to ensure that fire extinguishers, smoke detectors and sprinklers are properly maintained or replaced when necessary. Is also responsible for routinely scheduling meetings with the Building Fire Marshal's for insuring a safe working environment.

Reviews, researches and makes recommendation on contracts for contracted services.

Ensures that the building vendors comply with the Right to Know guidelines and regulations. Provides ongoing reports on work carried out by contracted staff and forwards to the Regional Facilities Manager. Monitors the services provided by contracted staff to ensure full completion of work and satisfactory performance.

Completes Material Requisitions and/or Storeroom Withdraws for all supplies, equipment, tools and material needed to maintain the building.

Performs the full range of managerial duties and responsibilities, including training, scheduling work, assigning and reviewing work assignments, evaluating performance, approving leave, handling complaints, and implementing the provisions of the AFSCME contracts.

May participate in the performance of their subordinates’ work consistent with operational and organizational requirements.

Performs other related duties as required.

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Experience:

• Two years as a Facility Services Supervisor (commonwealth title);
or
• Four years of routine maintenance work experience which includes two years of supervisory experience overseeing trades or building maintenance position in a commercial, industrial, or multi-unit residential facility;
or
• An associate’s degree in commercial property management, commercial real estate, electrical engineering, mechanical engineering, HVAC, electrical technology, electronics, building automation, construction, or a related field; and two years of supervisory experience overseeing trades or building maintenance positions in a commercial, industrial, or multi-unit residential facility;
or
• An equivalent combination of experience and training which includes two years of supervisory experience overseeing trades or building maintenance positions in a commercial, industrial, or multi-unit residential facility.
