Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Leads, plans, designs, and conducts statistical studies and surveys. Collects, processes, analyzes, and summarizes data and survey results, and supplies those results as written narratives and correspondence, tables, charts, or infographics. Collects, analyzes, and interprets quantified Pennsylvania State Police operational and administrative data through the use of advanced statistical techniques such as multiple regression, multiple correlation, linear regression, estimating population parameters, estimating confidence units and rates of error, multivariate analysis, and/or other advanced non-parametric techniques. These analyses are used by the Executive and Administrative Offices, as well as other Command personnel, to make critical administrative and operational decisions.

40% Coordinates the Local Police Agency Contact Data Reporting (CDR) Program. Serves as the project lead. Responsible for managing data intake, quality control, compliance oversight, agency guidance, and program reporting. Compiles and analyzes submissions from more than 450 local police agencies. Prepares annual CDR analysis for submission to the Pennsylvania State Police Executive and Administrative Offices and the Pennsylvania General Assembly.

20% Compiles and analyzes Department crime, crash, and enforcement data through the application of advanced statistical techniques such as regression, correlation, or multivariate analysis to support special studies conducted by the Bureau of Research and Development and other organizational segments. Evaluates data received to develop or revise hypotheses which can be tested within the scope of the project where necessary. Determines the need and scope of data collection and special studies by conferring with other organizational segments within and outside the Department to satisfy governmental reporting requirements and facilitate decision making in the evaluation of agency problems and needs, as well as various policy decisions. Determines sample size needed, and the confidence limit required, when necessary, to accurately represent true population trends.

10% Checks for disparities in data reporting procedures and examines the validity of incoming data by comparing previous information, source documents, and operations
manuals. Reviews data collection and organization methods and procedures and recommends revisions as necessary to improve the validity, reliability, and relevance of the data.

10% Plans, designs, and conducts advanced statistical studies requiring the application of new or innovative approaches to database generation and/or the application of advanced non-parametric statistical techniques to data analysis. Determines which advanced statistical techniques or database resources may be applicable to the project and selects those which are appropriate. Reviews statistical and mathematical methods used in the analysis of quantified data for correctness of logic and acceptability in relation to desired outcome.

5% Oversees the collection and presentation of State Police operational data for the use of management personnel. Prepares statistical reports, interpreting the data and presenting conclusions and findings based on the data collected and analyzed.

5% Summarizes and categorizes information concerning all incidents reported to the Pennsylvania State Police. Extracts and analyzes requested relevant information from the Records Management System (RMS).

5% Reviews and modifies RMS Staffing methodologies and formulas regularly to best capture station workloads.

5% Performs other related duties as assigned, to include but not limited to, assisting with the validation and analysis of statistical data in the annual "Crime in Pennsylvania" publication produced by the Uniform Crime Reporting Unit, validation and analysis of statistical data as well as production of the “Pennsylvania Annual Pursuit Report” and the “PSP Annual Pursuit Report,” and assisting with the analysis of station relocation proposals.
