Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

If filled as an entry-level trainee position, the incumbent is responsible for completing at a minimum a 12-month training period (equivalent to the 12 month civil service probationary period). During this training period the incumbent will work under the direct supervision of an Air Quality District supervisor and in concert with other filed inspectors, engineers, compliance specialists and other staff members in the performance of the specified duties. The incumbent will attend all training as required by the Governor’s Office of Administration, the Department and the Civil Service Commission for this training period. This position is responsible for field investigations, enforcement and inspection aspects of the Air Quality program within a multi-county area.
The trainee will accompany an experienced specialist or engineer during the course of inspectional work to observe first hand the techniques and methods employed. Inspection reports and memos will be reviewed for format and content prior to independent report writing. The trainee will become familiar with the Air Pollution Control Act and the Rules and Regulations promulgated there under as well as Bureau policy and Field Activity guidelines. Assistance will be provided for whatever the situation may warrant.

As a specialist, this position is responsible for conducting operations-related activities as assigned within the Northcentral Region on commercial, institutional and industrial facilities and other work activities assigned by the District Supervisor, assuring that all existing or potential air pollution problems are handled in a manner consistent with Program and Department policies and with the Rules and Regulations of the Department. Emphasis will be placed on program development as it relates to the Federal Clean Air Act Amendments of 1990. Receives supervision and guidance from the District Supervisor.

Description of Duties:

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.


Compliance - Inspections and Investigations.

Conducts inspections of control equipment and/or air pollution sources to assure compliance with permit conditions and Departmental regulations. These inspections involve: observing the source in operation to determine if the source is installed and operating in compliance with applicable regulations and in conformance with permit conditions. Based on inspection results, recommends appropriate action (reissuance, suspension or modification) of the permit. Makes recommendations for pollution prevention and provides compliance assistance when needed. Also provides background information to the Permit Section relative to applications for plan approvals of similar new sources and/or control equipment and requests assistance from the Permit Section in evaluating certain operations on an as-needed basis. Provides site-specific information to assist the Permit Section in the development of a meaningful Facility Wide Permit.

Monitors assigned facilities by conducting Full Compliance inspections to assure compliance with all appropriate air quality regulations. Conducts visible emissions readings and uses field-testing equipment to aid in pinpointing potential problem areas as well as checking the accuracy of the facility's equipment monitors.

Collects fuel and other material samples for Department lab analysis, to be used to determine what substances and quantities are being emitted. The data obtained may be used as part of the basis for taking enforcement action on the facility for non-compliance with Department Regulations or special permit conditions.

Completes inspection reports and writes memos on all Permit & Facility Compliance Inspections detailing the processes, control equipment and all pertinent operating data. Evaluates all data gathered during inspections and includes recommendations regarding appropriate action in the inspection reports. Updates Permit & Facility Compliance Inspection Schedule to confirm that required inspection activities are scheduled and completed on time. Reviews and audits all reports and records submitted by facilities as required by permit conditions and prepares reports on their quality and acceptability.

Reviews changes as allowed by individual operating permits and makes recommendations as to their sufficiency.

Discovers and conducts inspections of previously unregulated facilities to evaluate their compliance status and possible need for an operating permit.

Conducts inspections of facilities covered by area MACT standards under NESHAP.

Conducts inspections of facilities covered by the mobile equipment repair and refinishing (MERR) regulations contained in Title 25 of the PA Code.

Inputs appropriate information to the eFACTS system for all compliance and permit inspections as well as surveillance, stack test observations and company report evaluations.

Evaluates all submissions or requests from assigned facilities or designated geographical areas. Following review makes appropriate response or forwards submissions/requests along with evaluation and recommendations to District Supervisor. Following discussions with District Supervisor makes appropriate response.

Works with the Permit Section to coordinate changes in AIMS so the changes are compatible with the needs of the Operations Section.

Conducts inspections of selected facility to ascertain that all air contamination sources of concern are included in AIMS.

Inputs annual emissions data into the AIMS system as assigned.

Enforcement Activities

Implements appropriate enforcement actions as required. Recommends to the District Supervisor actions necessary to bring air pollution violations into compliance and applies all mechanisms available to assure that compliance is achieved as rapidly as possible. When necessary collects and secures; photographs, samples as well as other evidence and background information and observations necessary in legal enforcement actions.

Prepares enforcement action documentation and appears as a witness for the Commonwealth at legal proceedings.

Participates in meetings and abatement conferences with industrial, governmental and/or community representatives to resolve specific or area air pollution problems.

Monitors Consent Order and Agreement dates to assure compliance and conducts follow-up inspections when appropriate. Determines if the source has achieved compliance at the end of compliance schedule required.

Issues Field Orders when appropriate.

Other work-related duties

Performs appropriate activities relative to National Emission Standards for Hazardous Air Pollutants (NESHAPS) for the Northcentral Region; including discovering and inspecting unreported building renovations and demolition sites.

Makes field evaluations, investigates air pollution complaints, and conducts follow-up inspections to determine the nature and extent of the air pollution problem. Updates, as needed, the computerized complaint tracking system. Conducts inspections of asbestos removal and building demolition projects as assigned by the District Supervisor. When appropriate, collects samples of suspect asbestos-containing materials for submission for analysis.

Investigates all citizen complaints related to assigned facilities or designated geographical areas. These investigations shall assess the validity of the complaint, determine the source of the problem and actively pursue a resolution. As part of the investigation, updates the Department's computerized complaint tracking system and provides case file documentation of all investigative activities.

Conducts “Stage 1” inspections at commercial fueling stations to assure compliance with the requirements of Section 129.61 of the Rules and Regulations of the Department.

Makes field evaluations of air pollution problems and conducts follow-up inspections to determine the nature and extent of the air pollution problem.

Recommends investigative sampling program strategies including sampling site location, sampling frequency, sampling duration and analysis required. Evaluates the sampling data results and recommends abatement action and control measures necessary to eliminate air pollution problems.

Monitors stack tests conducted by source owner, consultants or the Bureau's Division of Source Testing and Monitoring. Monitors and records process and control equipment operating parameters to insure representative conditions during source testing.

Provides information for special air pollution studies and assists with evaluations of air quality conditions within the Region.

Maintains records of program activities as required; communicates Departmental activities and requirements to industrial and municipal officials, consultants, and interested citizens.

Attends training courses as required.

Performs other job related activities on an as-needed basis.

Makes use of the PC microcomputers in conjunction with various work-related activities.

Maintains up-to-date permit and facility compliance inspection schedules.

Inputs various work-related data and use computer functions to store, manipulate and generate needed outputs.

Provides local fire departments with information necessary to apply for Fire Training Approval. Inspects proposed fire training sites and make recommendations as needed to meet state regulations. Issue Fire Training Approval letters.

Evaluates and assists business and industry in pollution prevention and energy efficiency initiatives relative to program specific issues. Assist with regional OPPEA by attending site visits as assigned. Provides pollution prevention and energy efficiency information during the course of daily relationships with regulated community.

Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel.

If filled as a trainee: The supervisor will assign the work duties. Work assignments from time-to-time will require the employee to report to other parts of the region when necessary. Priority work is reviewed on a daily basis. Other work is reviewed on a case-by-case basis. This trainee level requires direct supervision by the Air Quality District supervisor for a period of at least 12 months but not to exceed 24 months. Employee performance is reviewed under the Commonwealth’s EPR system, with a review occurring at least semi-annually. The supervisor for this employee checks all work assignments for accuracy, completeness, timeliness and correctness; all work assignments are logged in and checked to assure that they have been properly done, and that follow-up work needed to ensure proper disposition of each specific type of case is carried out and completed within time frame allowed. All correspondence and initiated legal actions are reviewed by supervisor for completeness and accuracy. Supervisor will make unscheduled spot checks of cases assigned to employee to insure the conditions reported are recorded accurately.

If filled as a specialist: The district supervisor assigns routine facility inspections and permit inspections to the Core District Operations Staff and work out an inspection schedule with them. Also, casework and complaint investigation work is assigned as needed. All work completed by the staff is written up either by memo or standard reporting form and submitted to the district supervisor for review and comment.
