Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

To provide cost competitive engineering planning, design, permitting, project management, construction observation, and technical/operational support that will result in reliable, high quality and cost-effective capital projects and service.

Projects will be performed at PFBC facilities. For the purpose of this Position Description (PD) the terms "facility" or "facilities" includes all real property owned or controlled by the PFBC and its associated buildings and infrastructure. This includes but is not limited to State Fish Hatcheries (SFHs); Dams; Levees; Retaining and Flood Walls; Marinas; Boating and Fishing Accesses; Water and Wastewater supply, distribution, storage, collection, conveyance and treatment; Hydrologic and Stormwater Management Structures; Roads; Bridges; Parking Lots; Commission Building; and related infrastructure.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Work at this level is characterized by the preparation or review of complete engineering plans, investigations, studies, and designs that have complex features and require the independent selection of coursed of action for which well established guidelines are not available. Then engineer in this position will be expected to independently perform complex engineering duties.

Prepare complete project plans and specifications for new fish culture stations and/or the renovations of existing stations by performing site visits, structural and hydraulic calculations for the design of raw water intake structures, raw water treatment systems, complex gravity and pumped piping systems, fish rearing units, fish waste treatment units, basic mechanical systems such as boilers, restroom facilities, pump/pumping systems, wells, ponds and other facilities which may be found within the agency hatchery and administrative complexes, prepare and secure all regulatory agency permits/approvals related to any project.

Prepare complete project plans and specifications for new fishing and boating facilities and/or the renovation of existing facilities by performing site visits, structural and hydraulic calculations for the design of access areas, parking lots, launch ramps, marinas, piers, wharves, retaining walls, fish passage facilities, prepare and secure all regulatory agency permits/approvals related to any project.

To assess the condition of Commission-owned property and facilities and provide staff with alternatives including repair, rehabilitation and replacement options; this includes, but is not limited to hatchery operations and infrastructure needs. Coordinate with Hatchery and Construction and Maintenance staff to schedule proposed work. Provide assistance to staff that is ordering materials and services. Maintain operational capability of Commission property and equipment.

Per the specific assignment, act as one of the following
-Project Manager – Provide engineering oversight for consultant designed projects.
-Lead Project Engineer or Project Manager – For Commission designed projects.
-QA/QC Control Engineer – For Commission constructed projects.
-Staff Engineer – Assist staff with work at hand.

Serves as the agency point of contact for assigned projects. Schedule and attend meetings with other agencies, legislators, public, consultant staff, and others as necessary.

Prepare complete project plans and specifications for new dams and/or the renovation of existing dams by performing site visits, structural and hydraulic calculations for the design of earthen, concrete or other impoundments, spillways, inlet and outlet control structures, prepare and secure all regulatory permits/approvals related to any project.

Prepare complete plans and specifications for new buildings and/or the renovations of existing buildings by performing loading calculations, site utility plans, selection of materials, basic heating ventilation and air conditioning systems, management plans, prepare and secure all regulatory agency permits/approvals related to any project.

Prepare complete roadway and parking lot construction plans and specifications, including mathematical calculations for design geometries, grade lines and alignments, selection of materials and computation of quantities.

Prepare complete plans and specifications for bridges including field investigations, soil analysis, perform structural and hydraulic calculations for the design of footings, foundations and other steel or concrete members necessary to support the architectural design, prepare and secure all regulatory agency permits/approvals related to any project.

Duties for all types of projects include assisting survey crew in gathering field data, performing design work and generation of plans on a computer aided drafting and design (CADD) system, maintaining job files, computer files, construction administration services, job conference attendance and project close-out functions.

Investigates public complaints as related to the PA Fish & Boat Commission’s facilities by conducting site visits, interviewing individuals, performing engineering analyses and preparing technical reports outlining findings and recommendations.

Conduct field inspections to determine the compliance status or operational efficiency of a permitted facility from a civil engineering standpoint, prepares inspection reports to
summarize observations and recommends appropriate action or adjustments as needed.

Conducts facility and project inspections during construction and after completion to determine adherence to civil engineering design plans and specifications, to detect deficiencies in materials, work methods or procedures, and to resolve problems resulting from unusual site conditions.

In any civil engineering environment, participates in natural disaster response activities, including conducting site investigations, providing technical advice to municipal officials and property owners, developing site specific restoration plans and serving as an inspector on disaster
response efforts.

Travel and work state-wide.

Perform other duties as assigned by Supervisor.

1.Perform advanced specialized civil engineering work that requires judgment in the
independent evaluation, selection and substantial adaptation and modification of
standard techniques, procedures and criteria.
2.Determine the type and scope of field/site investigations required for design.
3.Recommend type, size and location of assigned projects.
4.Project planning and implementation to meet deadlines while maintaining cost control.
5.Perform appropriate design calculations to obtain all necessary permit applications.
6.Perform QA and QC of engineering design submissions and field construction.
