Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position serves as the primary legal advisor to the executive director and commissioners of the PA Human Relations Commission. This position oversees and supervises all legal staff and legal functions within the agency. This position reports to the executive director. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provides legal advice to commissioners, executive director, and PHRC staff; prepares written and oral opinions on complex legal issues; reviews proposed legislation; litigates cases in various courts and administrative settings; reviews contracts; provides collective bargaining and other personnel-related advice; responds to legislative and other external inquiries. Supervises commission attorneys, assigns and monitors work, and coordinates the services of legal staff. Performs the full range of supervisory duties. Prepares pleadings including complaints, answers, motions, briefs, petitions, and other legal documents and correspondence in connection with litigation initiated by, against, or otherwise involving the commission. Functions as a business partner to the executive director and Commissioners ensuring that the commission is working in compliance with all applicable laws and regulations. Monitors and ensures attorney compliance with the re-engineered case processing procedures, and partners with the Governor’s Office of Innovation to re-engineer legal case procedures. Develops and implements agreed-upon legal objectives that support the PHRC. Participates as an active member of the Strategic Planning Development Committee. Directs and implements division strategic objectives that support the agency’s Strategic Plan. Consistently demonstrates an extremely high degree of legal ability and skill in trying cases, advising and writing opinions, interpreting the law, and making recommendations and appraisals. Interprets and applies legal principles and precedents regarding complex legal issues, keeps abreast of important new legal developments, and efficiently and concisely communicates on a regular basis on complex legal cases. Provides to the executive director and Commissioners interpretations of applicable laws, regulations, and /or judicial decisions that relate to the Commission. Represents the commission as counsel in matters before the commission, in court (both appellate and original jurisdiction matters), and in state and federal administrative proceedings. Assists the Executive director and Commissioners in the development and revision of agency policies and procedures. Develops curricula and trains internal staff and external parties on PHRC related topics. Manages and evaluates the effectiveness of the mediation program Consistently supports the executive director in promoting the mission of the commission. Reviews State required Financial Disclosure Forms submitted by PHRC staff and Commissioners Performs related work as assigned. |
