Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The purpose of this position is to identify, troubleshoot, and repair complex HVAC and refrigeration equipment malfunctions within DGS owned or managed facilities. Work includes installing, repairing, balancing, and maintaining a variety of HVAC refrigeration equipment; regular or frequent interaction with the Building Automation Systems and technicians to monitor, troubleshoot, and test corrective actions; regular or frequent interaction with other trades persons in the completion of assignments and projects. Work is performed independently and reviewed by supervisor for quality and timeliness. Work also includes mitigating and responding to facility emergencies during normal business hours and after-hours. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. ESSENTIAL EMPLOYEE – REQUIRED TO REPORT TO WORK DURING EMERGENCIES AND OFFICE CLOSINGS. Performs preventative & corrective maintenance on sensitive or highly controlled environments such as Computer Rooms, Data Centers, Historical or Artifact Storage Areas, or Laboratory Area HVAC systems by following department wide established procedures or referring to equipment operation & maintenance manuals, including changing air filters, cleaning coils and condensate pans & drains, aligning or replacing v-belts, greasing bearings on pumps, motors, or other rotating assemblies; validating gauge and thermometer accuracy using test instruments and replaces failed bearings, motors, or other components as necessary, tightens all electrical connections/lugs to proper torque. Performs preventative & corrective maintenance following department wide established standards or referring to equipment operation & maintenance manuals on centralized HVAC equipment that support an entire facility to include chillers, boilers, pumping systems, cooling towers, and other related HVAC equipment. Work may include refurbishment or rebuilding of compressors, burner assemblies, etc. Demonstrates established maintenance procedures to trainee or other trade person staff and assigns, demonstrates, and reviews the work; for timeliness, accuracy, and neatness, of lower-level trades positions and trainees on repair tasks for a specific work assignment. Uses test instruments such as electric multi-meter to troubleshoot electrical problems within onboard HVAC control components, motor control equipment, automation control equipment, and supply power issues. Performs a full range of pipefitting duties including repairs, inspections, replacements, and installations of piping systems such as hot water, chilled water, steam and condensate lines; inspects, repairs, installs, or replaces pipe insulation; cleans or replaces strainers, suction diffusers, triple duty or balancing valves, or other piping specialties; repairs, repacks, or replaces valves and other fittings. Performs equipment assessments to determine remaining useful life of equipment by reviewing preventative maintenance and repair history; reviewing and evaluating BAS alarm history; performing visual inspection to examine for leaks or other system deficiencies. Installs, services, repairs, and balances air handling equipment for single and multiple zone units to include hydronic and air balancing. Performs preventative & corrective maintenance and repairs on circulation and condensate pumping systems such as lubrication, seal replacement, impellor cleaning, shaft coupling replacement, shaft alignment; disconnecting and reconnecting piping and electrical wiring as needed to perform work; repairs, adjusts, or replaces controls, meters, and condensate receivers. Performs maintenance & repairs on steam systems including rebuilding or replacing steam traps, steam separators, air vents, heat exchangers, and radiators. Performs maintenance, inspections, repairs, and installations of ductwork according to project or assignment requirements; seals leaks in air distribution systems using mastics or tapes; insulates air distribution systems using insulation wrap or insulation board; cleans ductwork using vacuums or manual cleaning equipment. Conducts testing on hydronic loops to measure chemical residuals in closed loops, open loops, and glycol systems and documents findings; consults with higher level trades person or supervisor on results; and adds chemicals as directed. Accesses and navigates the Automated Logic, Johnson Controls, Delta, and/or Siemens building automation systems to diagnose and troubleshoot HVAC system performance issues and suggests changes for review by supervisor that would optimize energy efficiency; reviews trend information, sequences of operation, and equipment settings to ensure department standards of operation have been deployed within BAS system; works with BAS technicians to correct any missing data trends or settings. Identifies and troubleshoots problems related to air flow, water flow, refrigerant flows, electrical failures of motors, and electrical circuits in HVAC systems including process cooling equipment; determines the supplies needed to correct problem; determines manpower needed to execute repair and works with supervisor to initiate plan. Ensures recovery and recycling of refrigerants, and the service and repair of refrigeration and HVAC equipment-containing refrigerants is carried out in accordance with the Federal Environmental Protection Agency (EPA) rules and regulations. Ensures that the operation and maintenance recovery and recycling equipment is carried out in accordance with manufacturer’s specifications and EPA rules and regulations. Records transition and recovery activities on proper department documentation. Utilizes blueprints, shop drawings, electrical schematics, or other available documentation to construct, assemble, and install HVAC and refrigeration equipment and peripheral equipment. Cares for and uses Commonwealth issued electronic resources (computer, iPhone, iPad) to access and navigate the computerized maintenance management system (CMMS) to receive and review work assignments. Properly charges time against work assignments and adds notes to work orders that document the details of the work performed. Adheres to department safety protocols; ensures lower-level trades personnel adhere to department safety protocols and identifies any safety concerns to supervisor. Participates in the performance of other trades’ tasks, including lower-level trades’ tasks, consistent with operational and organizational requirements. Operate motor vehicle or other self-propelled equipment when requested. Performs other related duties as assigned. |
