Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Incumbent is assigned to the Operations and Administrative/Customer Support Section and works under the general supervision of the Assistant Director. Incumbent serves as a business process expert; responsible for document control, performs complex variable data management; ensures updates and maintenance are completed timely, and develops and maintains the Commonwealth’s online print ordering and document repository application (PaPublisher) related to on-demand projects. In addition, develops, integrates, and maintains the Bureau’s production management software applications. Incumbent is responsible for policy/procedure and training development for both bureau staff and commonwealth-wide users in PaPublisher.

ESSENTIAL EMPLOYEE – REQUIRED TO REPORT TO WORK DURING EMERGENCIES AND OFFICE CLOSINGS

Provide technical oversight and development for a suite of company applications, including customer facing portals, internal workflow systems, and production workflow tools.

Collaborate with users to understand pain points and improve the usability, layout, and overall experience of customer facing and internal applications.

Manage the on-going development and maintenance of the Commonwealth’s on-line print ordering and document repository system, PAPublisher. This application integrates the print production operation for both the Department of General Services and the Department of Transportation.

Creates and manages products that appear in each category in PAPublisher. Each product contains a series of customizable and product specific information that communicates and integrates with the bureau’s Management Information Software and other production workflow applications allowing for a print-on-demand environment.

Uses various software applications for the purpose of designing and setting variable data print streams for mailings. This individual must be proficient in all components of variable data print workflow; the creative aspect, data file management, understanding conditional logic, and print/mail manufacturing.

Responsible for the management of resource preparation for variable data projects; reviews resource files for adherence to required specifications for variable data placement, print production, insertion requirements, and US Postal Service regulations.

Manage and implement set-up for highly sensitive and mission critical variable data print and mail projects, in accordance with federal laws including HIPPA, US Postal Service regulations, federal tax requirements, etc.

Responsible for understanding the requirements of various bureau envelope inserters to program barcodes for successful insertion.

Customize and configure off the shelf production software to align with the company’s printing, mail inserting, and workflow requirements.

Oversite of the MIS with related systems such as order entry tools, production equipment software, customer portals, and workflow automation tools.

Develop enhancements, scripts, automation, and integrations to support unique production processes and customer-specific job requirements.

Ability to customize system settings, workflows, and modules to support estimates, job tickets, scheduling, production tracking, and customer service functions.

Collaborate with operations and production teams to gather requirements, troubleshoot issues, and translate business needs into functional software changes.

Create and maintain documentation for system changes, configuration settings, workflows, and standard operating procedures.

Coordinate updates, upgrades, and testing activities with IT across multiple applications to maintain system stability and minimize production downtime.

Develop/revise Bureau processes, policies, and procedures in support of enterprise-wide initiatives.

Performs other related duties.
