Plans and creates a Risk Based Audit Plan for continuous monitoring to ensure the audit plan is complete and beneficial in determining agency risks as well as the corresponding audit response to address and mitigate these risks. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Administration and Planning Interprets, provides input, and is responsible for the Division’s achievement of the strategic objectives and performance measures of the audit organization and its support of the Office of Comptroller Operations (OCO) and Office of Budget (OB). Evaluates staff performance and reports back to the Division Chief. Supports staff career development programs in accordance with Commonwealth personnel management policies. Implements and adheres to all policies, activities, and deployment of resources within the Division and Bureau of Audits. Plans, manages, and evaluates the performance of the strategic plan for the OCO audit functions relative to the accountability for the use of public funds using a risk based approach. Operations Management Manages and directs professional audit staff. Conducts Commonwealth-wide risk assessments including individual agency or functional areas. Assists in the development of the risk based audit plan and recommends areas of focus. Ensures audit staff receives appropriate training to perform their work. Works on the preparation of the OCO Annual Audit Plan, which includes the completion of risk assessments and soliciting input from the appropriate agencies. Implements procedures to ensure that the respective risk assessment team’s responsibilities, goals, and objectives are performed in an efficient, effective, and economically feasible manner. Coordinates special audit requests made by agency personnel and assists with analyzing programs, activities, functions, and personnel. Adheres to the Governor’s Code of Conduct. Compiles work performed to maintain the validity of audit tracking and billing reports. Performs quality assurance reviews to ensure compliance with government accounting standards. Compiles Audit Committee presentation utilizing audit tracking reporting, external audit updates, internal audit plan, and resource management. Coordinates the creation of engagements within TeamMate+ ensuring consistency among project data used in reporting. Manages TeamMate+ configuration, staff management and all approved system change requests. Conducts research and information gathering for external agencies upon request. Manages and directs staff in all facets of the policy work such as keeping up on the newest standards for BOA compliance, Auditor General billings and external audit procurement, Horseman audits review and procurement, BOA Peer Review and procurement, Teammate invoices and procurement, and assistance to BQA with Commonwealth ERM project. External Collaboration and Communications Represents OB and OCO at meetings to develop and conduct risk assessments. Establishes and maintains relationships and open lines of communications with staff within the agencies, OB, and OCO. Provides instruction and guidance to OCO staff and promotes teamwork by sharing knowledge and ensuring work is performed according to professional standards and policies. Maintains communication with risk staff regarding the progress of risk assignments both in summary and detail form as required by the circumstances. Develops management and executive level reporting for internal and external stakeholders to facilitate strategic decisions about risk, goals, objectives, and initiatives. |
