Position Purpose: Describe the primary purpose of this position and how it contributes to the organizations objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a professional forestry position in the Weiser State Forest, Dauphin/Lebanon Division. This individual is primarily responsible for performing technical wildfire analysis and, secondarily, general state forest management. Primary duties are related to wildfire planning, preparedness, prevention, suppression, and investigation. These goals are achieved through the proactive development, management, and implementation of a complete wildland fire staff consisting of district personnel, forest fire wardens, volunteer firefighters, and concerned citizens. Responsible for the maintenance and upkeep of vehicles and headquarters. Provides technical support and supervision in forest fire protection activities. The job entails developing and administering forest fire prevention, pre-suppression, and suppression programs, and directing the activities of employees and the volunteer group involved in suppression activities. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Primary Responsibilities: Develops, maintains and implements the Wildfire Resource Plan for their assigned work area. Utilizes information and analyzes data collected in areas with high fire incidents to develop strategies to address the problem. Develops and implements prescribed fire plans on DCNR land. Reviews, comments and makes recommendations on silviculture prescriptions which recommend prescribed fire. Will provides technical input to improve the structure and content of the District's Fire Resource Plan. Will provide oversight and technical advice to: Counties, Municipalities, Communities and Homeowners' Associations interested in developing Community Wildfire Protection Plans. Develops and maintains a spatially explicit plan of wildfire potential in their geographic area using GIS technology. Develops and maintains a tracking system of fire incidents using GPS/GIS technology to isolate/determine cause, assist investigation and/or formulate outreach strategies. Identify factors contributing to increased risk of communities/areas such as: elevated fire occurrence, topography factors, weather trends, seasonal trend, day of week, time of day and/or special events. Develop a prevention plan. By identifying risk, hazards and values, develop methods to reduce/mitigate hazards and risks; develop a prevention message that addresses causes and an effective way of disseminating the prevention message. OUTREACH Directs and coordinates wildfire prevention programs Assist in coordinating and administering training and activities in their assigned work area. Develops a working relationship with Emergency Management Agencies, County Communication Centers, other government agencies, and other cooperators to facilitate cooperation and coordination of developing, fire management activities, including: developing policy/ordinance that may impact wildfire ignitions, prescribed fire, and fire suppression. Develops a working relationship with local VFDs, to include attending a Chiefs meeting in each County of coverage area, at a minimum of twice a year. Initiates the process for implementing county burn bans during periods of high fire danger. Develops and implements a tracking system and strategy to promote fire prevention (e.g. Smokey Bear, school programs, civic organizations, parades) with the resources available. Complete one media event annually that contains a wildfire prevention message via: newspaper/magazine article/ billboard/newspaper/magazine ad, or radio/television interview. Provides oversight and directs fire wardens and other cooperators to promote preventative measures and steps that communities can take to reduce wildfire incidents at a local level. Develops a rapport with local media to promote wildfire prevention. Promotes and assists cooperators with RCFP and other grant programs. Acknowledge and award wardens who participate in prevention activities through the WHIP program and other appropriate acknowledgements. PREPARDENESS Identify training required for staff, VFDs, Wardens, and Warden Crew Members. Conduct and take training as needed. Conduct radio checks routinely and ensure all forms of communications are in good working order. Maintains an adequate inventory of fire tools and associated equipment. Ensure that assigned wildfire suppression-related vehicles, buildings, equipment, and tools are properly maintained to ensure readiness in the event of a wildfire by conducting routine inspections. Ensure the schedule is appropriate for current and predicted fire behavior to achieve effective response. TECHNICAL Analyzes and evaluates data collected during prescribed fires to determine effectiveness and aid in the planning of future applications. Utilize data records on fire incidents to assist in developing strategies for prevention and suppression. ADMINISTRATIVE Keep detailed records of costs associated with fire management activities, including pre-suppression, suppression, and post-suppression activities, including damage appraisals to determine the financial impact of wildfires. Input fire incidents into the fire reporting system to include, when required, a detailed investigation report and associated costs/bills. Input the time worked accurately into ESS. Maintain mileage reports for the assigned vehicle/engine. Maintain personal training records. Maintains Wardens' records of training and tools issued to Wardens in the assigned area. Assist in maintaining records for crew members. Maintain current and correct information in the Wildfire Resource Plan for the assigned area. Conduct interviews for hiring new personnel who fall under this position's supervision Complete EPRs of employees supervised. OTHER RELATED DUTIES Coordinates, conducts, and administers fire management activities in their assigned work area. Understands and follows established protocols of ICS. Respond to wildfires as appropriate and act as IC in unified command. Give the appropriate attention to wildfires and enter reports into wildfire reporting system. Conduct thorough wildfire investigations in accordance with department policy and NWCG guidelines. Takes appropriate enforcement action when responsible parties causing wildfires are identified. Serves as a Commonwealth witness at hearings and trials as required. Ensure that staff, wardens, and other cooperators are properly equipped with PPE. Assist with the coordination of staff as necessary to ensure early detection of wildfires. Assist the District Federal Excess coordinator, tracking inventory, facilitating transfer of equipment, and facilitating acquisition of needed equipment or materials. Progress toward obtaining RXB2 and INVF qualifications. Attend trainings and meetings OTHER DUTIES Assists with State Forest management activities as directed. Assists with cooperative forestry activities as directed. Monitors and reports insect, disease and other forest pests to the district insect and disease coordinator Assists with insect and disease suppression projects as directed. Assist other district staff on radio equipment use and communications. Assists with other projects and performs other duties as directed. |
