Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This is a supervisory/professional position in the field of solid waste management. This position manages the Operations Section composed of two Field Supervisors, who in turn directly supervise seven Solid Waste Specialists/Trainees. This position also directly supervises a Compliance Specialist. Ensuring that the regulated community is in compliance with the Commonwealth's rules and regulations governing solid waste management and that the Regional Program Plan and Performance Goals are met are the primary responsibilities. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performance Goals include: 1. Maintaining a hazardous waste regulatory program consistent with current State and Federal mandates by ensuring that inspections are conducted as specified in the Regional Program Plan and by implementing a uniform enforcement program in accordance with the Pennsylvania Hazardous Waste Compliance/Enforcement Strategy. 2. Maintaining a municipal/residual waste regulatory program consistent with current State mandates by ensuring that inspections are conducted for municipal/residual waste processing or disposal facilities as specified in the Regional Program Plan and by implementing a progressive enforcement program based upon the frequency, history and long-term impacts. 3. Assisting the Environmental Cleanup Program by initiating enforcement actions or referring sites requiring remediation. 4. Implementing an emergency response system consistent with current State requirements by ensuring adequate staff coverage for hazardous waste incidents, hazardous material and oil spills, floods, tornadoes and other similar events. This position further manages the Operations Section by ensuring implementation of the Department's Administrative Directives, Policy and Procedure, and the Regional Program Plans; by ensuring the timely entry of eFACTS, SAP and related data; and by ensuring that the Operations' staff receive adequate training to properly carry out their assigned duties. This position also interfaces with the Allegheny County Health Department's (ACHD) Solid Waste Management Program to ensure that designated compliance/monitoring activities are fulfilled. Also assists in the evaluation of the ACHD's Solid Waste Program by ensuring that the evaluation is conducted in accordance with the Department's requirements through file review, enforcement document review, field evaluation and report compilation. This position must follow performance factors established under the Performance Evaluation System for planning, directing, controlling affirmative action, and service delivery. Work involves providing guidance to subordinates and the interpretation of work assignments and providing advice on difficult and unusual solid waste management problems. Work involves meeting with facility operators, Commonwealth and municipal officials, consultants, special interest groups and the public to interpret rules, regulations, policies and procedures governing solid waste management and the application of these to inspection, investigation, surveys and enforcement actions. Work includes reviewing Departmental Orders, Consent Order and Agreements, Settlement Letters, Civil Penalty Assessments, enforcement recommendations and case documentation prepared by staff and assisting staff in the enforcement of unusual or difficult cases. Work includes responding to emergency situations, such as hazardous waste/material releases, emergency remedial actions or natural disasters, by ensuring adequate staff coverage to ensure compliance with pertinent rules and regulations. Requests overtime approval to ensure priorities/emergency work is performed. Meets with staff to inform them of changes to rules, regulations, policies and procedures; meets with staff to discuss common problems and ensures they are working toward their resolution. Establishes performance objectives and standards to measure subordinates performance; discusses performance with subordinates. Reviews and analyzes eFACTS and uses Power BI Tools to determine work being performed, program trends and program effectiveness. Work also involves planning, organizing, and assigning work; evaluating employee's performance; receiving and resolving grievances and complaints; approving leave requests; recommending employee selection; and evaluating training needs. Conducts surveys, inspections and investigations of facilities to determine if they are operating within solid waste management rules and regulations. Testifies as an expert witness before District Magistrates, the Environmental Hearing Board, or the Courts. Establishes priorities for the enforcement of cases within the Region. Discusses difficult enforcement cases with subordinates, reviews case files and documentation, discusses possible action for subordinates, reviews enforcement recommendations, and approves or disapproves enforcement recommendations. Follows Standard Operating Procedures. Reviews and comments on proposed changes to solid waste management rules, regulations, policies and procedures. Responds to emergency situations such as chemical spills or floods to assist or direct the clean-up operations; coordinates the acquisition of equipment or special services necessary to clean-up during emergency situations. Provide technical solid waste management advice to other Commonwealth agencies. Provide technical solid waste management advice to subordinates and co-workers on unusual and difficult problems. Assists with preparation of news releases regarding solid waste management activities. Provides information to Community Relations Coordinator to respond to reporters on solid waste management activities. Meets with Commonwealth, Federal or County officials to explain Departmental functions, rules, regulations, policies and procedures. Prepares letters, reports and correspondence to exchange information with the facility operators, municipal officials, consultants, the public, co-workers, subordinates, legal staff and supervisors. Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. Approves leave requests and reviews subordinates' sick leave usage to determine if pattern of abuse exists; requests overtime approval to ensure priority/emergency work is performed. Reviews and evaluates the educational and training needs of subordinates; requests further education and training for subordinates. Reviews subordinates' itinerary and timesheets in ESS to ensure priority work is being completed and program goals and objectives are being met. Reviews reports, letters and correspondence prepared by subordinates for completeness, accuracy, grammar and content. Reviews administrative forms completed by subordinates for adherence to appropriate administrative rules, regulations, policies and procedures. Demonstrates more efficient work methods to subordinates; discusses newer innovative techniques involved for use in the solid waste management field to subordinates. Trains subordinates in the interpretation and application of the rules, regulations and laws utilized in the enforcement of cases; trains subordinates in the rules, regulations, policies and procedures utilized in the work. |
