Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Manages the development and update of statewide or metropolitan plans through geospatial analyses of completed, in progress, and planned transportation work using transportation planning, environmental, self-created, and other relevant data and information. Manages subordinate specialists in transportation planning programs. Manages the utilization of Bentley, Adobe Creative Suite, and Esri ArcGIS software to create, maintain, analyze, and distribute spatial data and to produce maps, charts, graphics, and other visual displays of data. Prepare budget needs in coordination with bureau budget personnel and timing cycles. Understands and can discuss Geographic Information System (GIS) based applications including but not limited to VideoLog, Interactive Straight-Line Environment (ISLE), PennDOT OneMap, Posted and Bonded Viewer, Roadway Condition Reporting System (RCRS), Crash Data Analysis and Retrieval Tool (CDART)Composes letters, e-mails, and reports responding to inquiries about spatial and cartographic products, including executive correspondence and Outlook resource account submissions. Manages the development, implementation, and maintenance of graphic data files such as various boundaries, GIS base maps, and center line files including the rectification to ortho-photography in support of the statewide mapping program. Manages the prioritization, information gathering, assessment, linking and updating of a transportation data layers by maintaining synchronization with Roadway Management System (RMS), Local Roads Mileage System (LRMS), and other sources supporting statewide and metropolitan transportation plans and programs, functional class activities, bridge maintenance, traffic data collection, and benefits other agencies. Manages the acquisition of information, maintenance, linking, editing, and documenting of statewide boundary data files including political subdivisions, legislative, congressional, Metropolitan Planning Organization (MPO)/Regional Planning Organization (RPO), reapportionment, urbanized areas, school districts, and others as required. Manages the development and maintenance of PennDOT's local road network to ensure compliance with Federal Highway Administration initiatives to include All Road Network of Linear-Referenced Data (ARNOLD), Highway Performance Monitoring System (HPMS) and Model Inventory of Roadway Elements (MIRE). Coordinates cartographic needs with Office of Administration (OA) Infrastructure Economic Development Delivery Center (IED) system administration and database staff as required. Coordinates the sourcing, evaluation, and integration of external graphic and spatial data sets to support cartographic and geospatial functions. Conducts regularly scheduled staff meetings; maintains open communications. Identifies and encourages Cartographic Services staff to participate in relevant training and professional development activities. Maintains competency in Microsoft Office Suite including but not limited to Outlook, Excel, Word. Manages the editing and execution of mainframe programs. Provides suggestions for improving operation, efficiency, and output. Maintains proficiency in various graphics and mapping software such as Adobe Creative Cloud, Bentley MicroStation, and ESRI ArcGIS Suite. Maintains Pen Table Programs in IPLOT Development Language in accordance with due dates and deadlines, as required. Demonstrates knowledge of computer programming principles, including but not limited to SQL, HTML, Python, and Arcade, to support transportation planning initiatives. Plans and tests applications utilizing geospatial technologies. Research, evaluates, tests, and recommends geospatial technologies for implementation to improve transportation planning, analysis, and operational efficiency. Manages the regular generation and publishing of scheduled scenario maps including but not limited to pavement cycles, State Route Segment Maps, Legislative District Maps. Manages or participates in externally populated spatial groups, task forces, and special projects such as the Planning Partners GIS/Data Work Group, Geospatial Technologies Steering Committee (GTSC), Mid-Atlantic Geospatial Transportation Users' Group (MAGTUG), GeoBoard task forces and work groups, Peer Exchanges, Applications of Enterprise GIS for Transportation (AEGIST), USGS Board on Place Names, and American Association of State Highway Transportation Officials (AASHTO) GIS-T, including the development of agendas, hosting, and publication of minutes. Reviews and provides feedback on requests from the U.S. Board of Geographic Names through Pennsylvania Historical and Museum Commission (PHMC). Manages development of billing rates for personnel and materials. Prepares invoices for services' billing. Manages goal setting efforts of the Cartographic Services section. Manages production and maintenance of cartographic and related products, including General Highway Series Type 10 and Type 3 county maps, Type 5, 5B, and 5C map production, Tourism and Transportation Map production, and new products. Manages the editing and maintenance of Pen Tables, Color Tables, iParms, and Interplot Organizer software to ensure quality PennDOT cartographic product line output in accordance with due dates and deadlines. Assists the Bureau of Office Services with the development of printing specifications. Attends required press approvals. Coordinates and approves cartographic printing notices to proceed. Oversees map copyright and intellectual property issues. Manages mechanisms to distribute cartographic / spatial data with internal and external customers. Manages the creation and maintenance of spatial metadata for Transportation Planning and Engineering data according to Commonwealth GIS policies and standards. Manages the maintenance and routine publishing of various base maps, including but not limited to, the PennDOT vector base map. Assists the Geographic Information Division Manager with the implementation of Division strategic initiatives set forth by executives and bureau management. Manages other Geographic Information Division business as assigned. Training, including out-of-state travel, may be required. Safety 1.
