Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performs professional analysis in the area of classification and specification development. Conducts classification desk audits for a variety of clerical, technical, and professional occupations within the Pennsylvania Game Commission. Provides classification consultation, advice and technical assistance to PGC managers regarding classification issues, and organizational recommendations. Assists with comprehensive classification and organization surveys of Regions and Bureaus. Explains purpose, method, and benefit of surveys, audits positions, and discusses survey results with supervisors. Assists with management requests for reorganization by reviewing and/or revising functional statements, staffing charts, and organizational reporting relationships in compliance with Commonwealth policies and regulations. Conducts classification and pay studies by soliciting data from internal and external sources, reviewing and evaluating data, making relevant comparisons and developing analytical reports, which include comprehensive recommendations. Consults with Office of Administration staff to discuss post audit findings and prepares supporting documentation to justify technical classification determinations. Prepares new and revised class specifications as needed. Performs appropriate job analysis and pay study. Oversees the maintenance of employees’ position descriptions, essential functions, and performance standards by providing guidance and assistance to supervisors when updating or creating new position descriptions. Reviews and evaluates essential function statements required by the Americans with Disabilities Act contained in the position descriptions from assigned areas. Prepares and provides written and verbal advice to program office staff to assist them in writing essential function statements. Reviews and finalizes position descriptions in the PD website. Responsible for returning those that do not conform to current guidelines. Monitors database for incomplete PDs and notifies supervisor of such. Responsible for Organizational Management duties to include position management/tracking, creating, organization updates/changes, and cost distribution updates/monitoring. Assists with management requests for reorganization by reviewing and/or revising functional statements, staffing charts, and organizational reporting relationships in compliance with Commonwealth policies and regulations. Assists with managing the agency wage complement. Consults with supervisors, managers and Sr. Staff to determine agency wage complement needs. Assists with tracking and managing wage complement expiration dates and consults with supervisors, managers and with Sr. Staff as needed to extend/end position assignments. Prepares work force reports utilizing the Interim Reporting Information System (IRIS) and MS Access. Develops and generates various queries and reports in SAP, EXCEL, and ACCESS regarding HR data as requested by supervisors, managers, and HR personnel. Develops and conducts training on human resource-related topics. Prepares memoranda/emails, including written or oral replies to inquiries, on human resource-related matters. Attends meetings/training, which are sponsored by SCSC, OA, etc., to receive policy updates or new program information. Assists other human resource staff, professional and para-professional, in the conduct of their duties in related human resource administration matters such as, recruitment and placement, complement control, labor relations and transactions. Interprets various manuals, Management Directives, AFSCME Agreement and Memorandum of Understanding, Civil Service Rules, and policies and procedures to advise agency managers and ensure that recruitment and placement activity in the department follow proper rules and regulations. Responsible for random report distribution upon request by agency directors, managers and supervisors. Completes special projects and performs other related duties as assigned. |
