Position Purpose:

This position reports to the Financial Accountability Manager in the Division of Management and Budget, Bureau of Program Support, Office of Income Maintenance (OIM), and is responsible for all funding streams related to OIM's Employment and Training programs which includes: - OIM’s Employment Advancement Retention Network (EARN) program, Supplemental Nutrition Assistance Program (SNAP) 50/50 Job Experience and/or Training Services (JETS), all the Refugee programs, and the fiscal management of the New Directions funds.

The incumbent may assist higher level specialists in their work and work is reviewed in process and upon completion for adherence to established, procedures, and standards.

Description of Duties:

Duties include, but are not limited to:

Serves as OIM’s fiscal management point of contact for OIM's Employment and Training programs such as EARN, SNAP 50/50 JETS, Refugees programs, and New Directions. Responsible for preparing budget deliverables, fiscal projections, and resolution of budgetary issues/problems for assigned programs. This includes acting as the primary liaison between OIM entities (Deputy Secretary’s Office, Bureau of Program Support, Bureau of Operations, Bureau of Policy), and DHS’s Office of Budget, Comptroller Operations, Office of Administration and Bureau of Financial Reporting.

The incumbent is expected to lead all fiscal actions and problem resolution requirements for OIM's Employment and Training programs which includes EARN, SNAP 50-50 JETS, all Refugee programs, and the New Directions funds. The incumbent ensures that policies, procedures and internal controls are developed and implemented in order to properly reconcile independent analyses performed by fiscal staff with the Commonwealth accounting system. This requires frequent interaction with the Bureau of Policy personnel and facilitation of problem resolution. The incumbent also ensures that OIM executive staff is adequately apprised of any issues related to these programs by providing detailed analyses, projections, what-if scenarios and recommendations for resolution of any budgetary issues that arise.

Responsible for OIM's Employment and Training programs which includes EARN, SNAP 50-50 JETS, all Refugee programs, and the New Directions funding streams budget preparation actions, including but not limited to: the annual Budget Request, Carryforward and Rebudget requests, Bluebook/Program Measures for the Governor's Budget Office, and DHS Secretary Briefings, contract encumbrance coding, monitoring grant awards, oversee program expenditures, pre-closing encumbrance review (March), other pre-closing activity (i.e. final account adjustments in early May), time reports/expenditure adjustments, renewing/preparing new Memorandums of Understanding/Notifications of Sub-grants, discussing and defending OIM’s budget request to DHS’s Office of Budget.

Responsible for preparing all monthly budget and expenditure reports for the EARN, SNAP 50-50 JETS, and Refugee programs. Duties encompass the analysis of budget and expenditure data using spreadsheets, charts and graphs together with analysis and observation of trends and suggestions to management for resolution of any funding issues.

Responsible for coordinating and facilitating necessary monthly meetings with the Bureau of Policy to review reports, grant awards and analyses for the funding streams associated with EARN, SNAP 50-50 JETS, and Refugee programs to ensure compliance with the program spending plan versus the Governor’s budget.

Assures the maximum utilization of the funds provided for EARN, SNAP 50-50 JETS, and Refugee programs in accordance with all pertinent State and Federal rules and regulations in a manner that will meet short and long-term goals of OIM.

Maintains close and effective liaison with pertinent staff of the Bureau of Financial Reporting, the Office of Administration, and the Office of the Comptroller to assure the accomplishment of OIM goals.

Prepares financial and other reports on various budget-related areas and special projects under the purview of the Division of Management and Budget.

Researches and writes responses to general correspondence relating to OIM’s funded programs and other general budget issues.

Performs other duties related to all OIM funded programs/appropriations as necessary.
