Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This leadership position is responsible for the overall planning, organizing, directing, controlling and evaluation of all treatment and therapeutic programs for the Sexual Responsibility and Treatment Program. Incumbent will ensure sex offense specific clinical protocols and therapies are consistent with the applicable policies, procedures and regulations. The position requires that programs be conducted in a cost effective and safe, secure manner.

Description of Duties:

Work is independently performed under the general direction of the Chief Social/Rehab. Services Executive of the Sexual Responsibility and Treatment Program, (SRTP Executive Director) and is reviewed for conformance to institutional and departmental policies and standards of accreditation agencies through conferences, reports and evaluation of program effectiveness.

1. Plan, organize, direct and control all treatment program components and services for Act 21 clients, including admission, evaluation, treatment, reports, services and program and treatment information and records for sex offenders in residential treatment.

2. Ensure that sex offense specific treatment program operations are consistent with the operation of a secure civil commitment treatment program and facility using the most current methodologies.

3. Ensure compliance with applicable codes, rules, regulations and program procedures.

4. Ensure the unit operates clinically and programmatically in an efficient, effective manner within administrative, fiscal and security guidelines.

5. Ensure the employment, credentialing, utilization and maintenance of an appropriate number of trained, qualified staff including but not limited to psychiatrist, clinical therapists, PSA-MH.

6. Assess needs for professional training to assure the ability of treatment staff to implement the responsibilities and duties of their positions and collaborate training with training director.

7. Deliver individual, group and psycho-educational group treatment services.

8. Coordinate day-to-day operations including training in relevant areas of mental health and sexual offending, with other staff in the facility.

9. Provide court testimony.

10. Collaborate with the assigned Psychiatrist regarding mental health diagnoses.

11. Provide consultative services and assist in training staff for the DHS Bureau of Hospital Operations, other state hospitals and community providers regarding specific treatment for sex offending behaviors.

12 Knowledge of cognitive-behavioral treatment methods, sex offender treatment methods and mental health theories, concepts and methods related to treatment.

13. Supervise staff, assign and coordinate work activities and monitor staff performance.

14. Provide effective program leadership over multi-disciplinary management and
treatment planning and service delivery teams.

15. Demonstrate leadership and organizational skills, including ability to handle multiple priorities simultaneously.

16. Assess, interview and manage patients with sex offending behaviors.

Essential Functions

 1. Receive and maintain certification in basic crisis intervention techniques, currently MANDT
 2. Receive and maintain certification and competency in CPR.
 3. Provide clinical supervision to the PSA-MH staff
 4. Write the 10 month comprehensive reports to the court.
