Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Responsible for retailer recruitment and retention within a specific geographical district in order to increase Lottery sales. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Seeks additional lottery sales license applicants by canvassing retail stores and other business types in a specific geographical area. Conducts a survey and determines which types of sales equipment the business can best support. Informs prospective retailers of all Lottery requirements and assists them in completing the application packet which also includes changes of ownerships, relocation of equipment within the four walls, and relocating outside of the four walls. Instructs retailers on lottery procedures, ticket accountability and security. Makes recommendations for licensure based on survey facts. Analyzes effectiveness of licensees in their achievement of sales objectives. Provides assistance to licensees in the promotion of lottery tickets. Assists “low sales” retailers to detect reasons for low sales, motivates retailers to increase sales through various sales and other promotional activities, advises retailers of various activities which have proven successful for others. Conducts on-site inspections and completes Pennsylvania Lottery Accessibility Compliance Location Survey, in order to determine if prospective retailers are compliant with Lottery’s Retailer Accessibility Program (RAP) requirements. For non-compliant prospective retailers, explains the RAP and coordinates an Accessibility Modification Agreement and Schedule. Conducts sales/promotional activities, Ambassador Programs, and statewide and DLR based promotions; and provides explanation of new terminal based and instant games. Also, in addition, support all corporate account initiatives. At the initial set-up of all new retailers, provides instant games and terminal-based ticket stock, all necessary POS materials and signage, instant ticket dispensers, brochure holders, and Play Stations. In addition, discuss potential promotional possibilities. Follows initial set-up procedures, sets retailer’s instant ticket blitz credit limit, and explains the predictive ordering procedures. Provides initial ITVM training to the retailer/staff at retailer location on the proper usage of the ITVM. The training will consist of demonstrating how to open and close the unit; properly remove money from the unit; clear a bill accepter jam; load and unload bins with full, partial and taped packs; and explaining all reports. Reviews first weekly sales settlement and reviews float cash procedures with new retailers. Provides ongoing training of sales equipment. Ongoing WAVE training includes loading ticket stock; reviewing instant ticket handling procedures including receiving, confirming and activating packs of instant games; and explaining all reports. Ongoing ITVM training includes loading and unloading bins with full, partial and taped packs; and explaining all reports. Ongoing PCT training includes loading ticket stock; loading and unloading bins with full, partial and taped packs; and explaining all reports including the combined accounting reports. Check for RAP violations when visiting Lottery retailers, work with retailer to remediate and, when necessary, coordinates an Accessibility Modification Agreement and Schedule with retailers in situations when non-compliance issues remain unresolved. Determines the effectiveness of marketing techniques and the feasibility of new programs by conducting surveys to gather information. Delivers and displays generic and promotional monthly point-of-sale (POS) materials and signage. Monitors retailer usage and effectiveness of lottery marketing/advertising materials. Procures sufficient amounts of materials from area storeroom facility. Recommends point-of-sale materials and signage to be placed in a particular type of business. Monitors the effectiveness of the sales equipment’s location and makes recommendations to change location based on sales statistics and similar retailer experience. Utilizes an electronic tablet daily for creating chronological service histories of retailer visits, for activating or returning packs of concern, for displaying retailers’ sales histories, for displaying point of sale materials for retailer review, for completing required forms, for viewing and completing tasks, for creating and maintaining routes, for reading and sending emails, accessing ESS, using offline solution, for conducting pack management, for maintaining personal inventory, recording automotive mileage, and reporting recruitment leads. Checks retailers’ completed claim forms for accuracy, and picks up claim form copies when requested. Forwards to Claims Section. Delivers terminal-based ticket stock and instant products as needed, and maintains security procedures for each. Removing and replacing light bulbs in ITVMs and Mylar’s in ITVMs and PCT equipment. Monitors ticket sales of all retailers to measure validity of ticket allocations. Carries sufficient supply of current Instant Games to be swapped to retailers as needed. Swaps out packs as needed, picks up partial packs and fully unsold packs, and follows proper procedures to return packs to area warehouse. Based on sales history, advises Area Lottery Manager or District Lottery Supervisor of the need to adjust ticket allocations. Coordinates promotions for new games and products. Provides feedback to District Lottery Supervisor and Lottery management concerning industry and sales trends within their specific district. Conducts Lottery Account Reviews on new retailers between 40-50 days of established date. Conducts Lottery Account Reviews on established retailer at the request of the retailer, the Lottery’s Finance Division or at the DLRs discretion. Pick up physical evidence as specified by the Security Director for $50,000+ winners. Processes stolen ticket reports and, if a claim is filed, picks up police documentation from retailer. Performs final deactivation of retailers by removing all Lottery POS materials, signage, and products. Ensures accuracy of procedures for deactivation such as settling and picking up of instant tickets, full and partial packs. Maintains security of unused terminal-based ticket stock. Completes, with accuracy, the deactivation request form, making sure all necessary reports are attached, and delivers to the Area Office in a timely manner. For Changes of Ownerships, ensures deactivation process is complete for previous owner. Follows initial set up procedures with new owner to include initial ITVM training and ensure the removal of old retailer number and replaces with new retailer number. Follows up with delinquent retailer to explain money owed and possible payment plan for reimbursement. Follows procedures for delivering prizes, checks, and/or Bonus Check Certificates to retailers. Completes certification and recertification trainings including, but not limited to, Accessibility program, Account Review, Licensing and Claims, Equipment, Professional Selling Skills (Sales and Marketing), and Portal Tablet training. Maintains assigned vehicle per Commonwealth guidelines which includes obtaining required state inspections and periodic maintenance and prepares required monthly automotive reports. Disseminates Lottery information, sells tickets, distributes promotional products, reconciles daily cash, responds to inquiries and explains departmental policies and procedures as relates to the lottery program at public events when approved to do so. * Demonstrates a commitment to the service-oriented culture of the Department. * Applies Lean thinking in day-to-day tasks. * Is mindful of internal controls and risk management when changes are made to a process. * Treats others equitably and adheres to diversity and inclusion requirements in the workplace.
