Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for handling talent acquisition duties for assigned program areas, including placing well-qualified candidates, filling vacancies, and providing placement services to internal and external customers.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Responsible for placement functions for Administrative and Store positions located within the Central Office, Field Offices, and Store Operations.

Provides consultation, technical guidance, and assistance to directors, managers, and supervisors regarding recruitment options, promotional procedures, examination requirements, and filling of vacancies, etc.

Determines the most appropriate selection methods needed to meet staffing needs, including Experience and Training (E&T) exams, new or revised examinations, selective certifications, recruitment, promotion without examination, transfers and non-civil service options, as appropriate to the needs, objectives, and available resources.

Provides interpretation, assistance, advice, guidance, and direction to supervisors and managers on Merit System Employee Regulations, bargaining unit agreement requirements, Equal Employment Opportunity policies, and Agency policies governing placement actions.

Creates requisitions, exam plans, job postings, and referral lists for all internal postings in NEOGOV. Independently evaluates internal applications for eligibility based on specific recruitment method criteria and MET requirements.

Creates and submits requisitions for external job postings. Participates in the development/revision of various E&T exams and the review/development of evaluation policies. Reviews postings created by the Bureau of Talent Acquisition (BTA) for external postings before they are activated. Reviews the candidate pool and calculates the rule-of-three (or alternative rule) for program area supervisors.

Counsels interested individuals on eligibility requirements and explains the process to apply for positions.

Ensures all selected candidates are thoroughly investigated prior to approving a final job offer. Ensures all applicable rules and regulations are followed, approvals are obtained, and any/all documentation has been obtained and reviewed to determine suitability for employment.

Analyzes the review of special pay requests, such as appointments above the minimum and exceptions to the pay rules.

Prepares list removal requests based on information gathered through review of employment applications, SAP personnel history displays, reference checks, criminal history reports, and any other merit-related reasons. Prepares correspondence to candidate being considered for removal as well as a formal request to Office of Administration.

Coordinates agency transfers, both in and out, to include security release of individuals, proper completion and processing of necessary paperwork, and contact with gaining/losing agency HR Officers. Coordinates effective dates with appropriate program areas for internal actions.

Processes E-PARs, verifying information is correct and attachments are in order before forwarding to HR Systems for processing. If information is incorrect, works with the program area / District Office to have corrected.

Prepares responses to employment inquiries and other related personnel matters.

Monitors the e-mail resource account for incoming requests. Answers telephone inquiries and emails providing information to interested job seekers concerning employment opportunities and application procedures.

Assists with the Intermittent Liquor Store Clerk hiring process and the bi-annual Seasonal Liquor Store Clerk Program, as needed. Involves contacting Regional and District Managers, reviewing application materials, and resolving concerns such as supplemental employment, Act 14 conflicts, dual employment, and more.

Develops effective interpersonal working relationships and communications with all levels of management, staff, central Commonwealth agencies, employees, and candidates to accomplish goals and objectives.

Performs other related duties as required.

Routine and recurring talent acquisition work is performed with a high degree of independence. New assignments are discussed, assigned, and reviewed by the supervisor. Work is reviewed for compliance with regulations and standards to ensure accuracy, timeliness, and efficiency.
