Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provide supervisory direction, leadership, training, mentoring, motivation, development opportunity, and guidance as necessary to attract, develop, improve, and retain an effective staff to meet objectives and standards. Responsible for placement functions for positions in Central Office and field offices. Responsibilities include meeting with hiring managers (bureau directors, division chiefs, section supervisors and field offices) regarding the most effective strategies for filling a position. Ensure managers are aware of timeframes and anticipated results. Provide guidance and assistance to hiring managers regarding recruitment options, promotional procedures, examination requirements and filling of vacancies, etc. Assist in the most appropriate selection methods needed to fill vacancies; including internal and/or external postings, appropriate recruitment methods, etc. Provide interpretations, assistance, advice, guidance, and direction to hiring managers on Merit System Employment Regulations, bargaining unit agreement requirements, Equal Employment Opportunity policies, and Agency policies governing placement actions. Prepare job postings in accordance with Talent Acquisition rules and collective bargaining agreements. Post positions on NeoGov for all internal postings. Review applications to determine eligibility. Work closely with Talent Acquisition to have external postings completed in NeoGov; review and refer candidate pools to hiring managers when received once the posting has closed. Counsel interested individuals on eligibility requirements and explain the process to apply for positions through NeoGov for internal and/or external postings. Ensure all selected candidates are thoroughly investigated prior to the first date of employment. Review criminal history and recommend if applicant should be hired. Prepare list of eligible removal requests based on information gathered through review of employment applications, SAP personnel history displays, criminal history records, contact with prior employers, etc. Prepare correspondence to candidate being considered for list removal, as well as a formal request to Civil Service. If candidate challenges removal and a hearing is granted, testify on behalf of agency. Coordinate agency transfers, both in and out, to include security release of individuals, proper completion and processing of necessary paperwork, and contact with gaining/losing agency HR Officers. Coordinate effective dates with appropriate bureaus for internal actions. Conduct electronic official personnel file (e-OPF) reviews for selection of commonwealth employees moving from another agency. Complete analysis for salary recommendations of applicable hires, including salary determination worksheet, pay calculator completion, and research of comparable staff already employed by the Agency. Provide assistance as needed in reviewing Intermittent Liquor Store Clerk (ILSC) appointment recommendations to ensure candidates being appointed do not violate agency’s hiring guidelines and Act 14. Provide assistance as needed in reviewing Seasonal Liquor Store Clerk recommendations for completeness and assure appointments do not violate agency’s hiring guidelines and Act 14. Assist with coordinating with the Office of Administration for Temporary Clerical Pool (TCP) employees at the request of hiring managers/supervisors. Prepare responses to employment inquiries and other related personnel matters. Research previous employment history for candidates requesting reinstatement. Secure official personnel file, act as liaison with previous employer and bureau regarding options of reinstating the candidate. Provide notification to candidate regarding status of request. Answer telephone inquiries and provide information to callers of a non-confidential nature, concerning employment opportunities and application procedures. Perform other related work as required. |
