Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position provides advanced technical support for highly complex, mission-critical technology systems at the Pennsylvania State Police (PSP) Academy Complex and is assigned to the Enterprise Technology Services Office. The incumbent works independently to ensure the secure, reliable, and efficient operation of IT systems across multiple academy facilities, including the Marquee Building, Procurement and Supply, Bureau of Emergency and Special Operations, stables, kennels, garages, museum, gym, and indoor and outdoor shooting ranges. The role requires a strong understanding of enterprise IT policies and initiatives, along with the execution of required compliance actions. The incumbent collaborates with end users, IT groups, and vendors to troubleshoot and resolve technical issues. Work assignments are provided by IT management and local business representatives, with clearly defined objectives and completion timelines.

Description of Duties:

Serve as the primary enterprise-level point of contact (POC) for academy business areas regarding IT strategy, projects, and initiatives, providing consultative guidance, risk assessments, and regular executive-level status reporting to management.

Deliver Tier 1 and Tier 2 support across IT disciplines, including network, network security, telecom, desktop, compute, security cameras, and audio/visual systems.

Lead the architectural planning, installation, configuration, optimization, and lifecycle management of hardware and software systems, ensuring solutions align with organizational standards, security requirements, and long-term operational objectives.

Investigate, analyze, and resolve critical and high-impact IT system issues, exercising independent technical judgment while ensuring compliance with Commonwealth and Federal policies, regulations, and cybersecurity mandates.

Provide enterprise-level consultative support for the design, acquisition, integration, and sustainment of IT solutions, influencing technical decision-making beyond routine operational support.

Design, deploy, and maintain audio-visual conferencing room configurations, ensuring reliable performance and user support.

Assist with planning and purchasing IT equipment and projects; maintain inventory to ensure compliance with grant and non-grant audits.

Plan, design, and oversee the integration of academy IT systems and services with PSP and Commonwealth networks, ensuring scalability, interoperability, and resilience.

Lead IT planning and procurement activities, including recommending technical solutions, supporting purchasing decisions, managing inventories, and ensuring audit readiness for grant and non-grant funded assets.

Manage vendor relationships and third-party service providers by negotiating technical requirements, monitoring contract performance, ensuring compliance with service-level agreements, and enforcing budgetary and schedule constraints.

Develop and maintain system design diagrams, disaster recovery documentation, and operational support procedures.

Provide technical expertise for special projects as directed by executive leadership, including initiatives requiring cross-functional coordination and strategic IT alignment.

Respond to after-hours technical support requests to sustain academy operations.

Participate in the Department’s Continuity of Government (CoG) Plan during catastrophic incidents, including deployment to alternate locations.

Ensure adherence to digital accessibility regulations, service management processes, and knowledge management procedures.

Travel as required, including overnights.

Performs other duties as assigned.

The incumbent monitors ongoing technical activities, provide timely updates and informed recommendations to supervisors regarding academy IT operations, and identify areas for improvement. Policy, budgetary, or strategic decisions beyond the scope of the role are appropriately escalated to IT management to ensure alignment with organizational goals and standards.
