Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for the planning, directing, and controlling of financial aspects of receipt of Federal Medical Assistance (Title XIX) funds for the State mental hospitals and intellectual disability centers. This includes the establishment of financial policy and procedures, development of accounting methodologies, and accounting statements necessary to determine disproportionate share amounts and record receipt of Federal reimbursements in accordance with PL 102-234 and the Balanced Budget Amendment. A second major area of responsibility involves the establishment of financial reporting policies and procedures governing the HealthChoices (HC) Program and its compliance to the stipulations of the waiver generated by the Centers for Medicare and Medicaid Services (CMS).

This position also involves the management of any contract or revenue enhancement projects that deal with the claiming or recovery of Federal funds. These would be for services provided to Department clients, State facilities, or private entities that are reimbursed through the Department. Expertise in State and Federal accounting regulations and cost accounting procedures will be required in order to evaluate audit findings and assure compliance with Generally Accepted Accounting Principles in the development of institutional per diems.

This position will also involve the coordination of allocating and accounting for funds received by the Department as part of the Tobacco Settlement Legislation.

Supervise a staff of professional accountants in determining which State mental hospitals (MH) qualify for disproportionate share payments under Federal law and Pennsylvania's Title XIX State Plan.

Responsible to determine the amounts of disproportionate share payment each qualifying State facility should receive and ensure that accounting reports and records of operational costs support the distribution of direct and indirect costs to proper accounts.

Adhere to DSH regulations involving annual audits, developing annual DSH reports specific to CMS protocol, and work with audit staff to resolve any findings.

Provide estimates of anticipated disproportionate share payments for each State facility based upon prior year's expenditures and current budgetary plans. Coordinate these estimates with the Office of Mental Health and Substance Abuse Services and the Bureau of Budget to ensure payments are included in the annual budget request.

Assist in the installation and/or modification of an electronic cost apportionment process for utilization by institutional accountants in the preparation of annual cost reports.

Responsible for, and participate in, ongoing interpretative analysis of State and Federal law and/or regulations which impact the receipt of Federal/State fund needed by State-operated facilities, including the State MH hospitals, State ID centers, and youth development centers and forestry camps. Any changes noted must be identified and then financial policies and/or accounting procedures written or modified to implement or accommodate the legislative and regulatory mandates.

Prepare and maintain the financial accounting policies and procedures in manuals describing the cost apportionment process and make revisions as required.

Responsible for reporting the expenditures made under the HC Program and report to CMS the amounts of Federal reimbursement in respect to the upper payment limits and further stipulation of the 1915 Waiver for the HC Program.

Assist the respective program offices in the approval of the HC waiver and implementation issues.

Provide guidance, assistance, and direction to the program offices on any programmatic changes that affect the claiming of Federal reimbursement. This would include both administrative and service-oriented expenditures/claims to insure the Federal allowance and compliance with State and Federal regulations.

Responsible for revieing the Department of Military and Veteran Affairs (DMVA) MA cost reports, verifying costs with DMVA staff, updating policies and procedures and provide guidance on drawing federal funds and developing a per diem.

Monitor and track bank activity for all state-owned facilities. Responsible for reconciling bank statements, analyzing all discrepancies, as well as preparing and posting bank analysis costs monthly to SAP.

Responsible for the coordination of Information Technology (IT) services for the bureau. Includes LAN Coordination, assessment of software and hardware needs and for purchases, provide guidance to office staff on IT problem resolution, and insure proper inventory of all IT equipment.

Coordinate, as assigned by Bureau Director, any special projects that deal with Federal claiming initiatives or revenue enhancements. This entails both contracted services and in-house projects that require interaction with Federal representatives to obtain approval for and receipt of reimbursement through any Federally funded programs.

Mandatory over-time may be needed due to crucial projects which need peak hours to complete.
