Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Deliver analytical and technical assistance for the Statewide Traffic Support Unit to provide traffic data used by multiple resources, including the Highway Performance Monitoring System (HPMS). The individual will report to the Supervisor in the Field Operations Unit which is part of the Transportation Planning Division and will assist the supervisor in all activities associated with the program.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Learn and retain knowledge of all applications used for the position which include but are not limited to: Traffic Data System (TDS), Traffic Monitoring System (TMS), Traffic Data Upload System (TDUS), Traffic Information Repository (TIRe),
Centurion Field, Engineering & Construction Management System (ECMS), PennDOT One Map, GIS-IQ, and Video Log.

Learn and utilize the Engineering & Construction Management System (ECMS), PennDOT One Map, GIS-IQ and Video Log to manage projects including site repairs, upgrades, and new site installations.

Assist with performing Project Management activities with contractor(s) doing site repairs and new installations either through BPR or District ECMS projects.

Learn and analyze field conditions to validate permanent traffic count site data. Also learn to analyze conditions to validate the need for site repair or determine potential new site locations.

Learn and retain knowledge to draft scopes of work for individual site repairs, upgrades, or installation for potential Engineering & Construction Management System (ECMS) and District projects.

Learn and create project site activity (PSA) reports in ECMS including completing and downloading the proper documentation related to daily ECMS project activity.

Develop and maintain good working relationships with internal and external customers.

Learn and understand how to enforce Temporary Traffic Control Guidelines - Pub 213 during permanent traffic count site installation and repairs.

Assists in preparing written and oral reports for decision makers on projects and issues demanding attention.

Learn to trouble-shoot and restore communications and/or resolve power issues at permanent traffic sites.

Learn and utilize the Field Operation Management (FOM) system to input quality assurance review information, update site maintenance tasks, and update equipment inventory.

Provide information to the supervisor for the purpose of updating Transportation Planning Division Weekly Report.

Complete special traffic data collection requests with assistance within the timeframe requested by the supervisor and/or manager.

Learn to set and retrieve traffic data counts in designated locations throughout the Commonwealth as part of the Statewide Count Program.

Learn and utilize the Traffic Data Upload System (TDUS) on a weekly basis to upload all count data collected.

Update various excel spreadsheets which include by not limited to Weekly Count Work Reports.

Learn how to set and retrieve video counter equipment at designated locations throughout the Commonwealth.

Learn how to complete Manual Class traffic data counts, both on location and by reviewing videos.

Learn how to assist others and share knowledge and skills with other Field Operation personnel and others within the Bureau.

Assists in equipment inventory activities for CEMIS reporting.

Assists with the annual Highway Performance Monitoring System (HPMS) data collection analysis and federal submission package through the collection and analysis of traffic count data information for a specific region of Pennsylvania.

Assist in creating and giving presentations in annual Traffic Count Workshops.

Communicate effectively with supervisor, managers, and co-workers through verbal and written communications.

Adhere to the Department of Transportation Work Rules and Policies.

Performs other duties as assigned.

Work safely and independently alongside the roadways with moving traffic which can be of high volume and speed. Follow proper procedures as stated in the Safety Policy Handbook – Pub 445.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Fair Labor Standards Act (FLSA):
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.50/8.0-hour day.




Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. The Program Manager and Supervisor determine which work assignments go to this position. All work assignments are made in accordance with the job functions and are geared to increase the employee’s knowledge and abilities. The employee assists
the Supervisor with tasks assigned by the Manager. Tasks are targeted to develop the employee’s future advancement. In decision making situations, the employee prepares options for the Supervisor and Manager, the employee drafts recommendations for consideration by the Supervisor and Manager. All assignments are reviewed by the Supervisor for content and completeness.
