Assist with inspection of both simple and complex bridge inspections for state and municipal owned bridges. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Applies sound engineering practices and principles in the managing of complex projects, while simultaneously working multiple inspection projects from assignment to completion in a professional, timely, cost effective and safe manner. Provides technical leadership and oversight to assist resolving challenging and complex problems by performing independent engineering analysis and computations. Utilizes knowledge to analyze project information in order to resolve problems that may arise and provide engineering support for issues requiring coordination with municipalities, private property and/or businesses, emergency services, railroads, authorities, utilities, and other construction projects. Supervise civil engineers and other staff performing and reviewing bridge (NBIS and non-NBIS) inspections, as well as sign structure, light pole, and retaining wall inspections. Supervise consultants performing inspections on municipal bridges. Develop and administer consultant bridge inspection contracts (preparing advertisements, reviewing Statements of Interest, participating in consultant selection activities, preparing scope of work and man-hour estimates). Certified Bridge Safety Inspection certification through the Department is required. This certification must be maintained (recertification required every 5 years) while the incumbent remains in this position. Ensure bridge inspection agreements are advertised, selections completed and agreements are executed in advance of the bridge inspections needed. All federal and state laws and policies must be followed. Ensure that all municipal bridge inspections are assigned to the consultant inspection team each month Manage and oversee the inspection of all municipal bridges (8 feet and greater) in the district. Ensure NBIS compliance by making sure all municipal-owned bridges in the district are inspected by their due dates. Prepare and manage all District engineering agreements, both state administered and Central Office administered, to have bridge inspection consultants on board to perform inspections. Develop scopes of work, department estimates, work orders, and review all invoices. From an engineering perspective, review, comment, and accept state bridge inspection reports. Ensure the bridges are analyzed, posted or repaired, if required, and inspection data is entered into BMS within 90 days. Perform regular field reviews of state bridges. Review state bridge inspection reports prior to acceptance through the BMS2 system. Supervise and perform field inspections on municipal-owned bridges in the District, and evaluate bridges which may not be deemed structurally safe for public use. Supervise and prepare inspection reports which include recommendations and cost estimates for repair/replacement. Ensure all BMS2 coding items are in compliance with Pub. 100A (BMS2 Coding Manual) and Pub. 238 (Bridge Safety Inspection Manual), NBIS, and Central Office directives. This includes Plans of Action (POAs) for Priority 0 & 1 bridge maintenance items and scour. From an engineering perspective review, perform and check state and municipal load rating analysis to determine if a new analysis is required. This includes having knowledge of all District Department engineering programs within Engineering Dataset Manager. Oversee and manage all Priority 0 & 1 (as well as lower priority) Maintenance Items identified by in-house and consultant inspectors. Prepare and oversee the associated Work Orders written to the District Maintenance Unit. Track progress of all Priority 0 & 1 Maintenance Items and document their completion in BMS2. Attend biweekly Priority 0 & 1 meeting. Monitor, coordinate and perform Quality Assurance (QA) reviews of NBIS bridge inspections and reports performed by in-house and consultant inspection teams in accordance with the District QA checklist. From an engineering perspective, review Municipal bridge inspection reports to determine which bridge need to be replaced, rehabilitated, or preserved and make recommendation to the District Bridge Engineer so that the risk assessment list can be updated. Assist with duties related to bridge project programming and planning. Assist in selecting bridge candidates for the various programs including TIP, Twelve Year Plan (TYP), Bridge Bill, Bridge Preservation and Betterment. Prepare cost estimates for the selected candidates as required. Write and run Crystal Reports for state bridge inspections. Also write reports for bridges requiring repair, replacement or various types of rehabilitation. Be responsible for final review and approval of all data prepared by subordinates for submission to Central Office, municipalities and consultant engineering firms. Identify high priority maintenance items for municipal owned bridges, review and develop repair strategies for simple and complex bridges, coordinate repairs with municipality, track and ensure high priority maintenance items are completed within federal and state policies. Supervise the bridge analysis engineer to ensure all APRAS Permits and Bridge Occupancy Permits are reviewed and acted within PennDOT Policy Supervise the bridge inspection supervisor to ensure all state bridge inspections are completed within the schedules set by federal and state laws and policies or directed by management. Act as a bridge inspection team leader for both municipal and state owned bridges. Supervise staff in accordance with work demands, overtime and any other Department policies and procedures. Approve leave and payrolls, authorize overtime and administer performance evaluations [(quarterly and yearly Employee Performance Reviews (EPR)]. Perform other related duties as required. SAFETY: 1. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Fair Labor Standards Act (FLSA): Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work—i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |
