Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides position classification and related services as part of an assigned organization management (OM) team to ensure compliance with classification principles, procedures, and standards. This includes the classification of filled and vacant positions, supervisor change requests, temporary working out-of-classification assignments, agency reorganizations, position description consultative support, and related OM services.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Evaluates programs and operations of client agencies to identify classification, pay, and organization management needs.

Collaborates with the team supervisor, enterprise consultant, agency HR office staff, peers, and agency managers and supervisors to discuss OM related issues, explore options, deliver solutions, and explain decisions.

Conducts desk audits by interviewing employees, supervisors, and managers to determine duties assigned.

Researches, assembles, and analyzes data as part of position classification reviews, organizational structure assessments, and other OM activities.

Compares work against potentially applicable job specifications.

Prepares technical evaluation reports and makes job classification recommendations and determinations.

Provides consultative support to agency managers, supervisors, and support staff regarding the proper development and maintenance of position descriptions.

Evaluates temporary working out-of-classification assignment requests, determines appropriateness and eligibility, and makes recommendations and determinations.

Evaluates job classifications of position vacancies for appropriateness and ensures position descriptions are properly prepared as part of the NeoGov requisition workflow process.

Evaluates supervisory reporting relationship change requests and makes determinations.

Analyzes, develops, and implements agency reorganization requests together with agency HR office leadership who coordinate strategic discussions with agency executives and program managers.

Requests the revision and creation of job specifications to support client agency needs.

Considers span of control and organizational structure issues and discusses options with agency managers.

Prepares various OM request packages such as those for placement in the unclassified service, non-civil service to civil service position reclassifications, Hay evaluations, and U-code job creations.

Visits work sites to gather position and job information, observe work in progress, and conduct interviews.

Prepares correspondence related to position classification activities for client agencies.

Conducts OM training, both general and targeted, to agency managers, supervisors, and support staff.

Provides technical support to other divisions within the Bureau of Organization Management (BOOM) on agency classification practices, job usage, job specification issues, and other position classification matters.

Establishes and maintains effective working relationships with agency program managers, agency HR office staff, BOOM coworkers, and various enterprise partners to collaborate on the resolution of OM matters.

Performs other related duties as assigned.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Conducts filled and vacant position classification reviews and determines the appropriate job classification in authorized types (e.g., downward reclassification of a vacancy for recruitment purposes) and recommends the appropriate job classification for other types (e.g., significant changes to work, centralized jobs). Evaluates temporary working out-of-classification and supervisory change requests, approves those that are routine, and elevates those of a highly unique or sensitive nature to the supervisor.
