Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs a variety of professional duties within the Bureau of District Mining Operations. Duties center on improving water quality within targeted watersheds impacted by Acid Mine Drainage (AMD). This position reports to the Treatment Trust/ABS Sites Manager and is responsible for a wide variety of tasks relating to the development and promotion of watershed management. Duties will center on improving water quality for Alternate Bonding System (ABS) Sites; acid mine drainage discharges on bond forfeiture sites; contract execution and oversight of bond forfeiture reclamation projects; Trust Funds; and oversight of contracts for treatment of AMD discharges included in the contracts. Work is assigned in the form of program objectives and will require the employee to exercise extraordinary initiative with considerable freedom allowed in planning, scheduling, and completing the work.

Description of Duties:

Oversees and coordinates all activities relating to the development and execution of contracts for reclamation of lands affected by mining activities and the construction and/or maintenance of mine drainage treatment operations on ABS primacy bond forfeiture and Trust Fund mine sites.

Manages treatment operations on ABS and Trust Fund mine sites, including new construction and review of existing operations for possible upgrades and modifications, develops detailed Scope of Work statements, Technical Specifications, and prepares necessary contract documents for the construction and operation of both active and passive treatment facilities through the use of independent contractors.

Serves as liaison between the Department, trust fund administrators, and independent contractors employed to operate mine drainage treatment systems by the trust fund administrators. Represents the Department to the trust fund administrators in matters of contract negotiation, contractor selection, treatment selection, construction, operation, and authorization of major purchases.

Maintains the district office ABS Primacy Bond Forfeiture and Trust Fund Treatment inventory database.

Assesses reclamation work needed at Primacy Bond Forfeiture (PBF) sites such as the estimated volume of material to be regraded, acreage to be planted, and pond and ditch removal through file reviews and site investigations.

Estimates cost of reclamation at bond forfeiture sites using both prevailing bond rate guidelines for earthmoving and surface reclamation and engineering cost estimates based on the Bureau of Abandoned Mine Reclamation's actual unit cost database and other construction cost reference materials.

Reviews records, performs site assessments, chemical analysis, and interprets results in order to make recommendations for treatment system development on bond forfeiture treatment sites with no treatment.

Assembles and distributes bid packages for bond forfeiture reclamation work, conducts site meetings with potential bidders, accepts and review bids, aids in final bid selection, negotiates revisions to bids, negotiates final terms for SMCRA grants, Act 181 and bid contracts with operators or landowners.

Arranges for funding allocation for primacy bond forfeiture projects, makes recommendations for payment based on the work done and compliance contract performance standards, arranges for release of excess funds into the bond pool.

Authorizes and implements construction contracts. Oversees PBF construction or rehabilitation being carried out by contractors in order to verify work is being performed under the terms of the contract. Authorized to independently allow variations from contract specifications and to make other necessary but unforeseen changes as dictated by field conditions.

Contacts and negotiates with property owners in order to create projects that balance landowner requests and reclamation needs, meets with property owners as necessary, develops legal documents for Right of Entry, release of structures, obtains notarization where appropriate.

Prepares and presents formal and informal reports and presentations to government officials, industry, watershed, and public organizations regarding the District Mining Primacy Bond Forfeiture reclamation program.

Serves as point of contact, reviewer and advisor, for SMCRA, Growing Greener, and Section 319 Non-Point Source grant program providing review and follow-up project management.

Serves as liaison with field operations regional office by coordinating and facilitating regional watershed projects as they pertain to ABS water treatment and bond forfeiture reclamation sites.

Works with DEP, OSM, and outside engineers and geologists in the development of new or experimental treatment technologies. Oversees the design and construction of systems using new concepts and technology. Monitors and documents the effectiveness of new technologies, providing these results to other governmental and private decision makers for their consideration in future applications. Promotes and participate in technology research and development and technology transfer in the areas of AMD treatment, abatement, pollution prevention, and innovative reclamation projects. This would include interaction with watershed groups, industry, and federal research and regulatory agencies such as the USGS, OSMRE, EPA, and DOE.

Coordinates and manages the Total Maximum Daily Load (TMDL) program for AMD- impacted stream segments within the District, with a priority for those relating to ABS and Trust Fund discharges. This would include coordination with district office staff, the Bureau of Mining Programs, Abandoned Mine Reclamation, and the Clean Water Program as well as the U.S. EPA.

Drafts press releases on PBF reclamation projects, Trust Fund Treatment operations and grant projects.

Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
