Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Serves as a Procurement Specialist 2 for the Bureau of Procurement and Contract Management, Department of Human Services. Responsible for planning, developing, and coordinating the review, analysis, and application of contract and grant documents involving multi-million dollar amounts that service thousands of individuals throughout the commonwealth. Under the guidance of the Procurement Specialist 3, the incumbent in this position provides a broad spectrum of analytical and consultative procurement development and processing functions to department Program personnel during proposal and contract development (including contract and grant document creation and finalization) by developing Statements of Work, pricing methodologies, performance measures and proposal evaluation criteria. Other duties include providing recommendations for process improvements and assisting with other procurements as required. This position has the potential for teleworking. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Meets regularly, in coordination with division and bureau staff, with agency officials to develop and implement procurement policies, strategies, and training relative to procurement and contracting, including the development of performance-based contracting. These policies are designed to facilitate achievement of the overall agency goals and the adoption of best business practices in securing contracts, agreements, and procurements that include adequate protection and performance measures, strategically negotiated and fairly- priced. Participates in the planning, direction, development, and implementation of policy for performance based contracting, as well as the evaluation and selection of competitive procurements of various complexity levels. Determines the best procurement methods for individual projects. Determines best value scoring criteria in the development of RFPs and leads the evaluation of vendor proposals. Processes RFP and RFQ procurements in JAGGAER, and grant procurements which includes facilitating supplier forums with potential and incumbent vendors before the writing of the Statement of Work and/or issuing the solicitation to understand best practices, new developments within the industry and industry standards for the project. This includes developing evaluation criteria, pricing methodologies, and performance standards. Serve as a co-issuing officer to facility purchasers on facility lead solicitations to uphold compliance of procurement rules for solicitations. Performs quality assurance reviews of statements of work prior to submission to DHS legal for review. Facilitates adherence to procurement rules and policies with facility purchasers and if needed, schedules and mediates meetings with Comptroller and DGS. Conducts evaluation team trainings and evaluation team scoring sessions for procurements. Coordinates, schedules, and facilitates Oral Presentations as necessary. Conducts the Best and Final Offer (BAFO) process to include the drafting of BAFO letters for supervisor and legal review. Develops negotiation topics and strategies for assigned complex procurements. Provides input into the development of negotiation topics and strategies for other or higher-level procurements as needed. Prepares, leads, and conducts negotiations for complex procurements. Determines necessary corrective actions, prepares, detailed responses and presentations, and communicates resolutions to the appropriate staff. Provides input into the development, implementation and monitoring of policies, procedures, and controls governing contract development, execution, management and closeout phases. Makes recommendations to senior division and bureau personnel, as well as program offices, on contracting matters. Assists in the continual oversight of the Contract Liaison network, which facilitates timely exchange of information on contract issues amongst executive management and program offices. Provides technical assistance to program office personnel on procurement, contracting, and contract management matters. Makes recommendations on how to comply with procurement thresholds per Commonwealth policy and provides guidance on best way to procure. Performs related duties and assignments as required. |
