Position Purpose:

Provides statewide leadership in customer focused field support to career and technical education (CTE) program sites in order to ensure that the mission, vision, and job responsibilities in the Program Standards & Quality Assurances Division are addressed.

Description of Duties:

Assure a skilled workforce through quality Career and Technical Education (CTE).

Serve as the lead worker/expert regarding statewide development, maintenance and implementation of established policy for trade and industrial education programs and other assigned CIPS as needed. Make recommendations regarding the development of new trade and industrial education program policy.

Analyze current practices and concerns in the trade and industrial education, frequently recommending suggested improvements and solutions for a variety of constituents. This may include students, parents, administrators, educators, teacher educators, professional associations, business and industry leaders, and state agency staff.

Develop, implement and maintain quality career and technical education (CTE) delivery systems.

Provide statewide leadership in the development, maintenance and implementation of CTE with the major responsibility for the study of the trade and industrial education to students, parents, administrators, educators, teacher educators, professional associations, leaders in business and industry, and state agency staffs.

Interpret federal, state, and local laws, regulations, and policies to include State Board policies, bureau and division initiatives impacting CTE and, in particular, the trade and industrial education.

Develop, maintain and implement high quality teacher preparation programs in cooperation with the Bureau of School Leadership and Teacher Quality and other agencies (including postsecondary) which provide certification in trade and industrial education.

Provide program leadership, on-site visits, in-services, workshops, conference presentations, professional development, and written communication regarding current initiatives in CTE and, in particular, trade and industrial education including support and assistance to Bureau of CTE staff regarding program re-approvals.

Use technology, including e-mail, web pages and distance learning to keep the field abreast of current initiatives in CTE and, in particular, trade and industrial education.

Provide leadership to student organizations and, in particular, to SkillsUSA.

Create or analyze existing research data in the support of development, maintenance and implementation, of quality CTE practices and, in particular, practices within trade and industrial education.

Interact with Program Standards & Quality Assurances Division staff, bureau staff, and staff of other PDE bureaus in addition to the staff of other local, state, and federal agencies in support of CTE and, in particular, trade and industrial education and other assigned CIPS as needed.

Maintain practices in support of bureau leave, travel, time distribution, staff development, and other policies.

With approval, serve on local, state, and national boards, committees, consortiums, and business and education partnerships related to CTE, in particular, trade and industrial education.

Support the achievement of standards within CTE and, in particular, trade and industrial education to include industry established standards, performance measurers and standards, CTE standards, professional association standards, and Pennsylvania academic standards.

Prepare monetary, contract approval and evaluation reports and bureau, division and interagency plans as requested.

Participate in adult/postsecondary accreditation and civil rights monitoring visits as requested.

Participate in projects assigned by the bureau director and/or division manager.

The person in this position serves as the point of reference for all aspects of trade and industrial education, i.e. content, instruction, assessment, teacher education. In consultation with other agency and bureau personnel, responds to policy inquiries.

The incumbent provides statewide leadership in the development, maintenance and implementation of career and technical education with major responsibility for the study of trade and industrial education and other assigned CIPS as needed. Provides leadership to, student organizations such as, SkillsUSA.
