Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides Working Supervision of a 24/7 Regional Traffic Management Center Operation.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

A. Supervises technical staff engaged in the operation of the Western Regional Transportation Management Center and the overall Freeway Surveillance and Control System.

B. Supervises and manages the duties of shift operators under a 24 hour/ 7 day a week operation.

C. Assist in the creation/refining of Standard operating procedures and Protocols for operation of the Western Regional Transportation Management Center.

D. Serves on occasion on various Statewide Intelligent Transportation Systems (ITS) committees and groups for the enhancement of ITS initiatives as directed.

E. Supervises the contractor for the Freeway Service Patrol Program by developing contract specifications and protocols, reviewing contractors operations in addition to discussing issues and resolving problems. Also involved in the coordination with the Pennsylvania State Police for the dispatching of the “Freeway Service Patrol Vehicles” to handle incident problems during their hours of operation.

F. Responsible for overseeing the daily opening and closing of the Pittsburgh High Occupancy Vehicle (HOV) lane. Including utilization of CCTV’s and related automated centralized HOV controls, detection systems and signs to monitor and properly operate the daily opening and closing of the I-279/I-579 HOV Lane.

G. Responsible for the updating the Incident Management and TMC Databases. Provides updated reports to supervisors and other internal customers.

H. Conducts and reviews all engineering studies relative to congestion, including freeway and expressway capacity studies.

I. Ensures successful coordination and communications during planning, incidents and debriefings, with police, fire, emergency-service, maintenance, television and other news media personnel.

J. Keeps up-to-date on current ITS technology and uses this knowledge to implement ITS projects to reduce traffic congestion.

K. Responsible for the updating and assignment of Maintenance Call Forms for the Maintenance Management System for all ITS devices associated with the District 11-0 Transportation Management Center and as directed.

L. Responsible for training of new Department Maintenance employees on TMC daily operations including operating procedures for opening and closing of the High Occupancy Vehicle Lanes.

M. Documents appropriate information concerning incidents throughout the region. Responsible for ensuring all operators are accurately documenting all incidents and operations.

N. Responsible for notifying supervisor of any problems associated with the ATMS system, including all software and hardware related issues. Under direction of supervisor, responsible for assisting in troubleshooting ATMS and ITS systems.

O. Responsible for determining timing plan changes for future traffic signal systems integrated into the ATMS system.

P. Responsible for operation of CCTV, VMS, HAR and HOV utilizing the ATMS software and gathers and disseminates real time traffic condition information along the Interstate and Freeway System to the general motoring public through the operation of Variable Message Signs and broadcasting recorded voice messages on the Highway Advisory Radio System.

Q. Accurately inputs information into the Roadway Closure Reporting System (RCRS) and the ICP for traffic incidents, road closures, construction and maintenance activities.

R. May be assigned direct tasks by a supervisor or TMC Civil Engineer.

S. Utilization of and direct operation of a series of Closed Circuit Television Cameras (CCTV) and traffic detection sensors to locate and evaluate any recurring and non-recurring traffic and incidents which may impact traffic flow along the Regional Freeway System.

T. Performs all other related duties as required to maintain and successfully operate the Western Regional Traffic Management Center and its ATMS Software System.

U. Coordinate Allegheny County information such as receiving and initiating phone calls regarding Allegheny County Business during the Off-Hours when the Radio Room is not in operation.

V. Coordinate with County Maintenance Organizations during Winter Operations to ensure that Road Conditions are reported accurately.

Succession Planning:

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.


Department Green Plan Policy:

As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement:

1. Commit to following the Departments Green Plan Policy (Pub712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):

For Supervisors: Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of complete work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Determines appropriate response plan for most incidents, construction activities and other traffic interruptions. For major incidents, will contact supervisor and other Incident and Emergency Management staff for coordination.
